This procedure explains various ways to Renew License To Own And Possess Firearms (LTOPF) in Zamboanga City.
Apply OnlineEdit
- Here's how you can renew your License To Own And Possess Firearms (LTOPF) through Firearms and Explosives Office Online System. For you to be able to access the system, first you need to register an account.
- Click the link to start the registration process LINK.
- Click the 'Create Account' button.
- Provide your email address, personal information and your chosen password.
- Once you are done filling out the form, click the "Sign Up Now!" button.
- After you have created your account you will be able to sign in to the FEO system. Enter your email and your password, and then click the "Login" button.
- Since you just created an account with FEO's online system you will need to complete your profile first before you can begin a transaction. Do not forget to complete the firearms information page.
- To start your application, click the "SELECT SERVICES" button (upper right part of the page) and then click "LTOPF APPLICATION".
- Select "RENEWAL" under transaction type.
- You will also need to select a Processing Office/Branch for your transaction. Make use of the drop down menu to scroll through different FEO branches.
- Click "PROCEED".
- The "Application Information" page will open. Here you will see the status of your application which is 'DRAFT'. On this page you will also see the fees that you need to pay and the documents you will need to upload to FEO's database.
- Upload your documents. Click "PROCEED" when you are done.
- Wait for a text or an email from FEO confirming that they have received your application. You will receive a reference number which you will need when you pay the fees.
- Once you have paid the fees, log-in to your account and upload the official receipt. You will also need to book an appointment with your preferred office for the submission of your original documents.
- After submitting your documents FEO will evaluate your application and once it is approved they will print and issue your new LTOPF Certificate.

EligibilityEdit
- A Filipino citizen;
- At least twenty-one (21) years old at the time of the filing of his/her written application to own and possess a firearm or firearms;
- Has gainful work, occupation, or business or has filed an Income Tax Return (ITR) for the preceding year as proof of income, profession, business or occupation;
- Has not been convicted by final judgment of a crime involving moral turpitude or that he/she has not been convicted or is currently an accused in any pending criminal case before any court of law for a crime that is punishable with a penalty of more than two (2) years;
- Has passed the Neuro-psychiatric examination conducted by the Philippine National Police (PNP) Health Service and its accredited psychologist or psychiatrist;
- Has passed the drug test conducted by PNP Crime Laboratory or any accredited and authorized drug testing laboratory or clinic;
- Has passed a gun safety and responsible gun ownership seminar which is administered by the PNP or a registered and authorized gun club;
- Has obtained clearance from the PNP;
- Able to provide the following:
- PSA Birth Certificate;
- Proof of billing; and
- At least two (2) valid IDs (one must be issued by the Government).
To help you determine which type of license you should apply for:
- Antique Firearms Collector: If you own and possess firearm manufactured at least seventy-five (75) years prior to the current date but not including replicas. Firearm which is certified by the National Museum of the Philippines to be curio or relic of museum intent.
- Gun Collector: If you own and possess more than fifteen (15) registered firearms.
- Sport Shooter: If you are a member of a licensed/accredited gun club who actively participates in sports shooting competition.

- The fees varies depending on the kind of firearm you want to own, the type of license (type 1, type 2, type 3, etc.) and your classification as an applicant.
- The amount you need to pay will be available after you have completed the online application form.

- License To Own And Possess Firearms (LTOPF) is issued by the Chief of Philippine National Police (PNP) through it's Firearms and Explosives Office (FEO). LTOPF can be applied online through FEO's Online System.
- If you would like to own a gun you will need to apply for two licenses, one is License To Own And Possess Firearms (LTOPF) and the other one is Firearm (Gun) License / Registration. If you would like to bring your gun or firearm outside you will need to apply for another permit which is Permit to Carry Firearms Outside of Residence (PTCFOR).
