The inspection and replacement of the faulty meter is carried out within 4 days when the complaint is received in cities, within 7 days when the complaint is received in urban areas and within 12 days when the complaint is received in rural areas.

It is clear that either the meter is faulty or that there is some other problem.
Either way, the bill is not a true reflection of [electricity/gas] used.
