After a marriage has been contracted before a registrar or a foreign marriage certificate have been recognized at the registrars office in Germany.
Since the records are kept public anyone can request a marriage certificate provided he or she provides a good reason for requesting this document.

A marriage certificate is an official recorded document issued by a governmental authority that proves that the couple listed on the marriage certificate have a legal marriage.
In Germany, marriage may only be contracted before a registrar. Once you have gotten married, you will be issued with a new document by the register office: the marriage certificate. It proves that two people have been legally wedded.
