Procedure

Apply In-Person:

1. To apply for insecticide license, applicant shall approach the concerned District Deputy Director/District Agricultural Officers of the respective state agriculture department.
2. Make sure that you have all the proper documents mentioned in the “Required documents” section below.
3. Submit the form along with the required documents to the respective authority.
4. After the application form is processed, an enquiry officer will make a thorough verification regarding applicant’s identity proof which you have submitted along with the form and some general investigations.
5. Applicant receives acknowledgment slip after the successful verification.
6. A license with 2-year (or period mentioned on the license) expiry period will be issued by the authority after verifying all the details submitted by the applicant.
7. Collect your license from the concerned office where you have applied after 2-3 weeks of submission.
8. After the expiry period, the applicant should follow the same procedure to renew the insecticide license.

• In some states applicant shall approach over the counter services like CSC centres/e-seva etc to apply.
• In some states applicant shall apply using the respective state department online portal.

Required Documents

• Application form.
• List of products
• Principle Certificate issued by the dealer in Form-VI D.
• 2 recent passport size photographs
• Proof of Identity such as Aadhaar card / Passport / Local certificate.
• Family Identity Card.
• Description of place for the storage is carried out with sketch map.
• Description of place for where the sale depot would operate with sketch map.
• NOC of the tenant if the business is intended to be carried out on the land / building of the tenant other than the applicant
• Recent copy of the Form F of the land records where from the business is intended to be operated i.e. Sale point and /or storage.

• All original and copy of original with self attestation as advised by respective authorities to be submitted as per requirement.
• Apart from the above documents authorities may ask to submit additional information or documents. Please provide them for processing.

Eligibility

• Any person desiring to manufacture or to sell, stock or exhibit for sale or distribute any insecticide, or to undertake commercial pest control operations with the use of any insecticide is eligible to make an application to the licensing officer for the grant of a license.
• Applicant should be the resident of India.

Fees

Fee details will be provided by the authorities at the time of applying.

Validity

License is valid only for two years from the date of issue or as per the mentioned date.

Required Information

• Full name and address of the applicant.
• Name of insecticides
• Quantities handled during the past 2 years
• Places at which the trade was carried on.
• Details about the nearest location where the insecticides will be stored and sold.

Need for the Document

• The Insecticide rules of 1971 specify rules about manufacturing and selling of insecticides in India.
• The grant or renewal of a license to sell, stock or exhibit for sale or distribute insecticides has to be obtained from the respective department.
• Traders has to strictly follow the Government classification of Insecticide for different use in agriculture or in industries. In order to be eligible for dealing with such classified insecticides, one has to get the license.

Information which might help

The licenses can be cancelled under the Fertilizer Control Order 1985 and the Pesticides Act 1968 on the following detection of violation of rules such as:

• failure to display price list
• failure to maintain stock and bill books
• sale at prices in excess of the government-fixed rate
• purchase of fertilizers and pesticides from unapproved firms
• sale of unaccounted and date-expired stocks
