Apply in-PersonEdit
- Here's how you can apply for a non-professional driver's license at Land Transportation Office (LTO). You may apply for a license at any LTO licensing office near you. First thing you will need to do is check if the LTO office of your choice process driver's license applications. Next, check if you need to book an appointment online with LTO ahead of your visit. Note: LTO just launched a new website portal called the Land Transportation Management System (LTMS) which you can use to set up an appointment and transact with LTO. But not all LTO offices in the country is connected to the system. Some offices may still accept walk in applicants. It is very important that you check first before you go to a LTO office.
- At the LTO office, ask where can you get an Application for Driver’s License (ADL) form. To save you some time, you may also check the link provided under 'Documents to Use' section which you can click to download the Application for Driver’s License (ADL) form. Once you have completed the form get a queue ticket and wait for your number to be called.
- Submit your completed ADL form and all the requirements. Don't forget to attach your queue number.
- Proceed to the Cashier to pay the application fee.
- If you are applying for additional Restriction Code (RC1) or changing the classification of your expired PDL to NPDL, you may skip the written examination and proceed with the actual driving exam. If you never had a driver's license before you need to take both the written and practical driving tests.
- Take the written examination:
- FAILED: If you fail to pass the written examination you will receive a computer generated letter with this message, "May come back the following day at their convenience." That's the end of your transaction.
- PASSED: If you pass, you will proceed with the practical driving test.
- Take the actual driving examination.
- FAILED: If you fail the practical driving test, that's the end of your transaction.
- PASSED: Proceed to the Cashier to pay for your license.
- Go to the encoding / biometric window and complete the form for encoding of your details into the new LTO-IT system.
- You will be informed by the LTO officer when can you come back to collect your OR (Official receipt) and your driver's license.
- When you collect your drivers' license (DL), you will be asked to sign in the log sheet before your license is released to you.

- Copy of your medical certificate. (To be transmitted electronically to LTO by the accredited medical clinic)
- Original copy of your valid Student-Driver's Permit
- For applicants aged 17 years old:
- One (1) original copy of parent's consent or affidavit of a person having custody/care or supervision over the minor applicant authorizing the applicant to secure a student permit with presentation of original and submission of one (1) photocopy of any valid government issued ID of the parent/affiant with photo and signature.

EligibilityEdit
For you to be eligible to apply for a non-professional driver's license, you must be:
- At least seventeen (17) years old.
- Mentally and physically fit to operate a motor vehicle.
- A holder of a Student-Driver’s Permit valid for at least thirty one (31) days from issuance / expired foreign driver's license / expired non-professional driver's license for more than two (2) years.
- Able to read and write in Filipino and/or English.

ValidityEdit
With the recent passing of Republic Act (RA) No. 10930 validity of driver's licenses were extended from three years to five 5 years. LTO also now follows a "demerit points" system. Under this system, if you are a driver with a spotless record (no violation), then you can enjoy a longer license validity starting October 2021. That means when you renew, your new license can have a validity of 10 years.
