Zambia - Obtain Certificate of Title (Land)

Apply In-Person:

  1. To apply for a certificate of title(land) in Zambia, the applicant will have to contact the Town Clerk or Council Secretary of Zambia, for the main office visit link.
  2. Make sure that you have all the documents that are listed under the “Required Documents” section of this page
  3. The applicant(prospective land owner) has to lodge an application for a certificate of title for land with the Town Clerk or Council Secretary.
  4. The Committee of the Council that deals with land matters interviews applicants and selects suitable candidates.
  5. Names of approved candidates by the Committee are presented to the full council or Ordinary Council Meeting for adoption.
  6. Town Clerk/Council Secretary writes a recommendation letter to the Commissioner of Lands and encloses:- (i) Minutes of both the Land Committee and the Ordinary Council meetings. (ii) Land application form for stands.
  7. The application is processed through hierarchical internal submissions to the commissioner of Lands who approves or rejects the application.
  8. Upon approval an invitation to treat is issued to the applicant.
  9. Upon payment of prescribed fees outlined in the invitation to treat, the applicant is issued with a letter of offer.
  10. The offeree is then required to submit survey diagrams / sketch plans to the commissioner’s office so that a lease can be prepared.
  11. Eventually a Certificate of Title is accessible.
  12. Collect the certificate in-person from the office in a stipulated period of time.

  • Offer letter from the Ministry of Lands.
  • Acceptance of offer by paying lease charges.
  • Clearance from the Ministry of Finance.
  • Survey diagrams.
  • Signed lease(by client).
  • Signed lease(Commissioner of Lands).

  • In some special cases such as in the case of land sizes between 250 hectares and 1000 hectares, the Commissioner of Lands passes the application to the Minister of Lands and Natural Resources.
  • Further, in applications for land above 1,000 hectares, a special concession is required and the Minister in this case seeks the President’s consent for approval by the Commissioner of Lands.
