Zambia - Apply for Seed Grower Certificate


Procedure

Apply In-Person:

  1. To apply for a seed grower certificate in Zambia, the applicant will have to contact the Seed Control and Certification Institute (SCCI) department of Zambia, for the main office visit link.
  2. Make sure that you have all the documents that are listed under the “Required Documents” section of this page.
  3. An application form will be provided to the applicant while visiting the Seed Control and Certification Institute office, find the form on page 58 of this pdf file Link.
  4. Once understanding the guideline properly, the applicant has to fill in all the necessary information in the application form.
  5. Submit the application form with necessary attachments to the office.
  6. Pay the fee as given in the “Fees” section of this page.
  7. Concerned authorities will issue a receipt of payment.
  8. A field inspection will be conducted by the concerned authorities.
  9. For the purpose of certification, an inspector will conduct at least three field inspections per crop.
  10. Upon successful assessment of the application by the authorities, the declaration will be assessed and given to the applicant.
  11. The applicant will get the required certificate in a stipulated Period of time.

  • The applicant should be a bonafide resident of Zambia.
  • The applicant should be of legal age.




Fees

  • Registration fees: 225 per hectare
  • Virus post control fees: 2 per tuber
  • Tuber control fees: 1 per tuber
  • Sealing fees: 2 per bag (container)
  • Hybrids of maize, sorghum and, sunflower: 19 per hectare
  • All other crops: 13 per hectare

Instructions

  • Unless the Certifying Authority decides otherwise, only one cultivar of the same species shall be permitted on the same farm.
  • The registered seed crop shall not exceed the approved hectarage by more than ten percent, any excess over this amount shall be destroyed without compensation, immediately on the request of an authorized seed inspector.

Need for the Document

  • The certificate allows the grower to plant the appropriate parent seed for the production of his/her registered seed class.




Information which might help

  • A seed inspector conducting a field inspection shall refuse to certify a crop if he is satisfied that:
  • The crop is so heavily contaminated with weeds, other species, or diseases as to render the crop unfit for seed or make inspection impracticable.
  • The isolation distance or the standards relating to off-types and other cultivars, prescribed in the Fourth Schedule have not been complied with.
  • For hybrids of maize, sorghum, and sunflower there are more than three pollinating females per thousand plants.
  • The crop exceeds the approved and registered hectarage by more than ten percent.
  • The Plant Variety and Seeds Act of Zambia link.
