Before you can apply for a driving license for mopeds, you will need to obtain a Learner's Driving Permit first. The learner's permit/license will allow you to practice driving (supervised) before taking the practical driving test.

Following is a procedure on how you can apply for a Learner's Driving Permit for moped in Western Australia.
