ProcedureEdit

1. Gather all documents you will need to present or submit to obtain a CDL.
2. Complete in full, front and back, the Application for Commercial Driver's License and/or Endorsements (CDL-1). ?
3. Submit a copy of your current DOT Medical/physical certification (Long Form Physical) and DOT Medical card (valid for 30 days or more), or for city, county, state, or federal government agency employees a verification of employment on agency letterhead.
4. Pay Applicable Fees: CDL testing fee is $25.00 + driver's licensing fees. The CDL testing fee allows testing for general knowledge, air brakes and combination. Commercial Driver's Licenses fees are non-refundable. Endorsement fees are $10.00 each at the time of application.
5. Submit your completed application, a copy of your current DOT Medical/physical certification (Long Form Physical), DOT Medical card or for city, state, or federal government agency employees a verification of employment on agency letterhead, and required fees to DMV, PO Box 17010, Charleston WV 25317. You may also deliver your application in person at the DMV Driver Services window, adjacent to the Kanawha City Regional Office, at 5707 MacCorkle Ave, SE in Kanawha City (Charleston) WV .
6. Upon receipt of the application and fees, a test card will be mailed to you applicant which will include the regional CDL testing sites.
7. Once successfully completed all the test a CDL instruction permit will be issued to you. The permit will be for a period of 180 days and can only be renewed once.
8. When the you are ready to take the road skills test, you should contact one of the third party examiners (names and telephone numbers in front of the CDL manual) to schedule an appointment. Most skills tests are given on weekends and evenings. The cost of the skills test is $90.00 which should be paid to the Third Party Examiner at the time of the test. You will need to provide the vehicle in which the test will be given. The vehicle must be representative of the class of license for which you are testing.
9. Upon completion of the skills test, you should submit the passed form to one of the DMV offices or the Driver Exam Center for processing. You will receive a CDL license at this time.

NOT FOR FEDERAL IDENTIFICATION Card Requirements:

• Renewal Applicants for a drivers license or ID card with no changes:

Current license or ID card, the renewal application, and one proof of West Virginia residency document with name and physical address.

• Any changes in address since the last card will require two proofs of WV residency documents with name and physical address. Any change of legal name requires proof of legal name change document(s).

• Duplicate Applicants:

If your license has been lost, stolen, or destroyed, you are required to provide one proof of identity document and one proof of WV residency document. Additionally if your legal name has changed from what was listed on your previous license or ID card, you must also provide proof of legal name change document(s). If you have changed your address since the last card was issued, you must provide two proofs of WV residency documents.

• New Applicants, Transfers, and Expired License Applicants:

Provide one proof of identity, one proof of Social Security number, two proofs of WV residency with name and physical address, and proof of legal name change document(s) if your name has changed or is different than the provided proof of identity document.

• For applicants who have never held a driver's license or ID card, who are transferring a license from out-of state, or who have a West Virginia license that has been expired for more than six (6) months are considered first-time applicants

• Applicants who are applying for a West Virginia driver's license and are transferring a license from another state, must also submit their current license from the previous state or present a current certified driving record from their previous state, dated 30 days or less from the date of the application. New residents who want to drive in WV must apply for a WV driver's license within 30 days.

FOR FEDERAL IDENTIFICATION (REAL ID) Card Requirements:

• Renewal and Duplicate Applicants choosing a For Federal Use drivers license or ID card:

Provide one proof of identity document, one proof of Social Security number document, two proofs of WV residency documents with name and physical address, and proof of legal name change document(s) if their name has ever changed or is different than the provided proof of identity document.

• New Applicants, Transfers, and Expired License Applicants:

One proof of identity, one proof of Social Security number, two proofs of WV residency with name and physical address, and proof of legal name change document(s) if your name has ever changed.

This card is sent to the applicant's address via USPS in 10-15 business days. A temporary License is issued at the time the application is accepted at DMV for use during the production and shipping of this card.

You must be at least 18 years of age and have at least 2 years driving experience to qualify for a CDL or CDL instruction permit.

Type of Licenses

• A Commercial Driver's License may be issued, with the following classifications, endorsements, and restrictions; the holder of a valid commercial driver's license may drive all vehicles in the class for which that license is issued, all lesser classes of vehicles, and vehicles which require an endorsement, if the proper endorsement appears on the license.
  • Class A: Any combination of vehicles with a gross vehicle weight rating of 26,001 pounds or more, provided the gross vehicle weight rating of the vehicles being towed is in excess of 10,000 pounds.
  • Class B: Any single vehicle with the gross vehicle weight rating of 26,001 pounds or more, any such vehicle towing a vehicle not in excess of 10,000 pounds.
  • Class C: Any single vehicle with a gross vehicle weight rating of less Than 26,001 pounds or any such vehicle towing a vehicle with a gross weight not in excess of 10,000 pounds comprising:
    • Vehicles designed to transport 16 or more passengers including the driver; and
    • Vehicles used in the transportation of hazardous materials which the vehicle is to be placards under 49 CFR, Part 172, sub-part F.
• Class C must have either passenger or hazardous material endorsement or both

Commercial Driver's Instruction Permit

• A commercial driver's instruction permit (CDL instruction permit) may be issued to an individual who holds a valid operator's or class D license who has passed the vision and/or physical standards, and knowledge tests required for issuance of a CDL.
• The CDL instruction permit may not be issued for a period to exceed 6 months. Only 1 renewal on re-issuance may be granted within a 2 year period from issue date. In the event the applicant has been issued 2 CDL instruction permits, before the applicant may obtain an additional CDL instruction permit he/she must reapply and re-test on all parts of the knowledge exam.
• The holder of a CDL instruction permit may drive a commercial motor vehicle on the highway only when accompanied by the holder of a commercial driver's license valid for the type of vehicle who occupies a seat beside the individual for the purpose of giving instruction or testing. The permit must be valid for the type of vehicle being driven also.
• A CDL instruction permit may only be issued to an individual who is at least 18 years of age and has held an operator or junior operator license for at least 2 years.
• Upon completion of all tests, the person will receive a CDL instruction permit. When operating a commercial vehicle you must have your CDL instruction permit and regular operator's license.

TWO types of Driver's Licenses & ID Cards

Applicants may choose between a Not For Federal Use drivers license or ID card, or a REAL ID/For Federal Use card that contains a gold star, indicating that the card meets full federal requirements for future use at airports and other designated federal facilities and uses nationwide. Details of how Federal Government will implement this requirement have not been released.

If you are applying for, renewing, or obtaining a duplicate drivers license or ID card, you are required to provide specific documents. The documents you need to bring to the DMV depends on what type of card you choose. Due to processing and shipping costs, an additional $10.00 fee is required to obtain a FOR REAL ID/For Federal Use card.

A driving license is an official document which states that a person may operate a motorized vehicle, such as a motorcycle, car, truck or a bus, on a public roadway. You can obtain a West Virginia commercial drivers license by following the procedures below.
