Apply In-Person :

1. Transfer of vehicle registration from one state to another state happens whenever the vehicle is sold to a person in another state and if the owner himself settles in a new state.
2. The main document for this purpose is NOC from the home state RTO. - (Please check with local RTO whether NOC is required before processing)
3. In order to transfer vehicle from another state, Applicant has to apply and get NOC as stated above from their home state RTO
4. With the NOC in hand the applicant can approach the RTO for his area to do this procedure.

7. Make sure you have completed application form in Form-27 (in duplicate if it is with HP) : Form Link
8. Also make sure you have all the necessary documents to process the application
9. Application forms can also be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
10. Present the completed application forms along with documents in one of the counter and pay the appropriate fee where the officials would start processing your application.
11. Pencil tracing of engine chassis number is the activity to record the chassis number against the registration number in the RTO register
12. Authorities will inspect the vehicle and announce the registration number
13. After necessary verification, the applicant is given a token of receipt for the period till he receives the RC
14. The Vehicle Registration Certificate is issued to the applicant within one month

2. Enter the registration Number as prompted and hit “PROCEED”
3. You will be provided with a welcome screen displaying information related to your vehicle. Please click “Proceed”.
4. New screen will open to give options to choose. Choose “Basic Services(Transfer of Ownership, Change of Address, Hypothecation [Addition/Continuation/Termination], Duplicate RC)” to get new screen.
5. Enter your Chassis (Last 5 digits) number and click the button next to chassis number box
6. In the next screen, Fill in required details and upload documents to process the online procedure.
7. Take printout of acknowledgment and application.
8. You can then submit this application along with bunch of required documents to the RTO officer personally to process further as per apply in person procedure.

3. In the next window, select “book appointment” under “Appointment” option to get the next screen
4. Enter the Application Number in the prompted box and hit “get user details” to process the request for getting the slot

• In case of non-transport vehicles like two wheelers and cars, the registration certificate is valid for 15 years from the date of first registration and it is renewed after every five subsequent years.
• In case of transport vehicles like goods and passenger carriers the registration certificate is valid till certificate of fitness is valid.

If a registered owner of a vehicle brings the vehicle to Delhi, which is already registered in some other state after obtaining a N.O.C from the concerned state can apply for re-registration in Delhi

• The transfer of registration of a vehicle is to be applied in the concerned motor vehicle (RTO) office where the vehicle is registered.
• The transfer of registration of vehicle is needed
• In case of the owner settles permanently in a new state
• The sale of vehicle to a person in another state
• Purpose is to establish clear ownership and to tax motorist or vehicle owners.

• In case of vehicle registered outside the state, the transferor (seller) should report the fact of transfer within 45 days of the transfer to the concerned registering authority.
• FC (for clearance) is a process meant for reviewing the condition of the vehicle registered
