Apply In-Person:
- In order to register as member of civil defence service, the applicant has to approach their concerned District Magistrate & Controller of Civil Defence or the Sub-Divisional Officer as per the state norms where the applicant resides as appropriate.
- Contact Link AND link2 in the given page please select the plus symbol before the district name on the right part of the page. Then select the “District Website” option to reach the respective district portal. In the respective district portal please select “ABOUT THE DISTRICT >Who is what” or “DIRECTORY >Who’s Who” or “DIRECTORY” menu as appropriate for the respective SDO contact details.
- Please visit the respective office. Please consult with the concerned authority at the office to find the right office to apply for the scheme. Go to the respective office. Consult with the designated authority about the applying procedure for this scheme. Collect the application form or write on a plain A4 sheet as advised.

- Complete the application form. Attach the document as per the “Required Documents” section of this page and submit it to the designated enrolling authority as advised.
- After receiving the application, authorities will check the submitted application and document set. If all are in place, the application will be accepted. Please pay the fees/charges if applicable and don’t forget to take the receipt.
- The authorities will make entries about this application in the manual record or electronically using the computer.
- If require, a personal interview will be conducted to ascertain the candidates skills and the result will be recorded accordingly.
- Acknowledgement receipt will be given against every form received. So, collect it and please keep it safe for future reference.
- Applicant will be informed of the probable date of getting intimation about the enrolment for the service.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile.
- The department will process the application as per the applicable norms. The police verification will be conducted as per the applicant’s area of residence. If required, the department will also do their due diligence in the applicant’s area of residence.
- Once all the above said process is complete, a selection committee will evaluate the documents, applicant details and the reports gathered. On satisfactory ground, the applicant will be enrolled.
- The status, viz. Approval or Rejection, if any, will be conveyed to the applicant through post or by “SMS” or as per applicable norms.
- The applicant shall visit the concerned office as per the notification and follow the authorities guidelines to join the service.
- All candidates shall be required to undergo training and pass examinations prescribed by the competent authority.
- At the time of enrolment, the candidate shall make an oath or affirmation according to Form “B” before such officer as the Controller may, by order, appoint.
- The enrolled candidate will be provided with an admission letter from the respective head of corps/staff officer.
- Every person appointed to be a member of the Corps shall be given a certificate of membership in form “C”.
- The entire process can be completed within 20 days of receipt of the application.
- For any updates and clarification, the applicant shall revisit the office where they submitted the application.

Eligibility
- Applicant should be citizen of India (or a subject of Bhutan or of Nepal as per acceptance for this registration).
- Those who are 18 years and above are eligible to apply (The age limit may be relaxed in the discretion of the competent authority up to a maximum of 3 years for any branch or category of the Corps).
- The applicant must have passed at least the SSLC (10th standard) to apply. In some states, they may allow those who passed primary standard that is to till the fourth class (this condition may be relaxed by the controller in his discretion).
- Please adhere to the notification of the respective state with respect to age and education criteria.
- The applicant must be physically fit and mentally alert.
- Both men and women shall be eligible for appointment to the Corps.
- The members from the following category are not eligible to apply:
- Armed Forces of the Union.
- Police Force.
- Fire Services.
- Territorial-army or Auxiliary Forces of the Defence services.
- Civilian personnel employed in connection with the Armed Forces of the Union.
- The above regulation shall not apply to Government servants who are specifically deputed for whole time or part-time civil defence duties by the heads of organization or services concerned.
- The applicant shall follow the department’s guidelines on the height and weight requirements for getting enrolled for this service.
Fees

Validity
The normal tenure of the service will be for a period of 3 years (which may be extended more than once each time after a period of 3 years).

Instructions
- A person shall not be entitled to be appointed to the corps unless he is found to be physically fit and mentally alert.
- The members of the Corps shall ordinarily serve in a voluntary and honorary capacity.
- Without cross signature on photograph and signature on the undertaking, the application will be rejected.
- Do not submit fake documents as proof to get enrolled.
- Incomplete application will be rejected.
- Avoid spelling mistakes while filling the application form.
- As for the resignation from the enrolment is concerned, any member of the Corps shall submit his /her resignation in writing to his immediate superior officer giving at least two weeks’ notice.

- Details of how many hours and so what days of the week will the applicant will be available for Civil Defence duty (for part-time volunteers only)

Need for the Document
- In need of emergency situations due to pandemic, rain or any natural calamity, the country requires support from volunteers to cater the demand.
- The civil defence is a volunteer-based emergency response organization. By enrolling under the civil defence service, one can volunteer their service at the need of the hour.
The civil defence provides pre-hospital training and certification from Responder to Practitioner levels. All training is delivered by experienced instructors and is certified to national standards.
