Apply via Agent
Apply In-Person:
- The license is issued by the licensing authority, namely the District Registrar or the Sub Registrar.
- The application for document writer license should be obtained from the nearest Registrar office. Location and Contact Link
- The document writer’s license application “FORM NO 1” must be written by the candidate in their own handwriting.
- Make sure that you have all the documents that are mentioned in the “Required Documents” section of this page.
- The written application must be submitted to the Registering officer or Sub Registrar, and it will be further moved to District Registrar.
- If the District registrar feels satisfied with the application, he will ask the applicant to pay the license application fee.
- The complete fee details are mentioned below in the “Fees” section of this page.
- The number of document writers required is fixed by the District Registrar of the concerned district.
- The applicant should pass "The Deed Writers' Licensing Test" to get the legal document writer’s license.
- If the applicant is eligible, then the document writers license will be approved and issued to the applicant by the District Registrar or the Sub Registrar.
Apply through Centres:
- To apply through centres, the applicant has to approach the respective “CSC” centre in their area. Refer the following link for location: CSC Locator link
- NOTE: The applicant has to select the state, district and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centres.
- Please visit the centre and consult with the centre operator for your requirement.
- If the operator issues an application form, then collect it and pay the requisite fee. Please complete the application form.
- Now, submit the completed application along with the required documents as per the “Required Documents” section of this page. It is advised to take the documents in original to the kiosk for scanning purposes.
- The operator will process the application online. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
- Applicant has to make necessary payment as centre operator quotes and don’t forget to take the receipt.
- This application will be forwarded to the respective department for further processing.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
- The submitted application will be processed by the department. A designated authority will verify the submitted documents and inspect the area of the applicant to clarify the applicant’s details.
- Based on the outcome of the above-mentioned steps and other internal processing, the designated issuing authority will issue the license.
- The status, viz. Approval or Rejection will be conveyed to the applicant through an “SMS” or applicable norms.

Eligibility
To obtain the document writer license,
- The age limit for document writer’s license should lie between 21 and 35 years of age.
- The individual must be the citizen of India.
- The individual’s handwriting and character should be good.
- The individual must pass the “Document Writer’s Licensing Test” conducted by the licensing authority.
- The individual should have passed School Final Examination or its equivalent.
Exceptions:
With the recommendation from the Inspector General of Registration and Commissioner of Stamp Revenue, the document writer’s license can also be granted to candidates under special circumstances.
Fees
The fee structure for document writer license is:
- Document Writer licensing Examination fee – Rs.10
- License Fee – Rs.25
- License Renewal fee – Rs.15
- License Renewal (Late Fee) – Rs.30
- To obtain duplicate License fee – Rs.5
Validity
- The license is valid till 31st December of ever year, irrespective of the issued date.
- The license has to be renewed by paying renewal application fee of Rs.15.
- If there is a delay in the renewal application, then the applicant has to make late payment fee.
- If the late payment reason is acknowledged by the Inspector General of Registration, and if they find it satisfied, then the actual fee of Rs.15 is enough for the renewal application.

Instructions
- The document writer license is not necessary for the lawyer/legal practitioner and practicing pleader before any Court in the state.
Required Information

- Name of the Applicant

- Educational Qualification
- Language which the applicant can read and write
- Previous experience
- Whether conversant with the important provisions of the Registration Act, 1908, West Bengal Land Reforms Act, 1955, Indian Stamp Act, 1899, Transfer of Property Act, 1882.

EXAMINATION - The Document Writer’s Licensing Test:
- The exam is conducted by the licensing authority of each district i.e. The District Registrar or the Sub Registrar.
- The fee, time, place, and the language of the examination is notified by the Licensing Authority based on the necessity of the document writer in the preferred Registrar Office of the District.
- The candidates are tested on:
- Stamp and Registration Laws.
- Conveyancing.
- Drafting of Documents.
- Other Subjects Prescribed by the licensing authority.
