Farmers of West Bengal could apply for Small/Marginal Farmer Certificate through the following procedure.
Apply In-Person

1. To apply for a Small/Marginal Farmer Certificate, one has to visit the DC Office or Tehsildar Office or concerned Office of land revenue department of your area.
2. To view the list of Office Contacts, select your district from the link and select > About District > Who’s Who WB Districts
3. Before applying, please consult with the concerned authority regarding all the requirements necessary for obtaining the certificate.
4. Procure the prescribed application form to apply for this service. Applicant has to pay for the Application form if required.
5. In the procured application form, fill all the required details.
6. Attach the photocopy of all the required documents with the application form.
7. Submit the documents to the concerned authority and pay the required fee.
8. Receive the acknowledgement receipt and keep it safe for further reference.
9. Visit the respective office to get your certificate after the processing time allotted by the officials during the time of application.

Apply through Centres:

1. To apply through centres, the applicant has to approach the respective “CSC” centre in their area. Refer the following link for location: CSC Locator link
   • NOTE: The applicant has to select the state, district and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centres.
2. Please visit the centre and consult with the centre operator for your requirement.
3. If the operator issues an application form, then collect it and pay the requisite fee. Please complete the application form.
4. Now, submit the completed application along with the required documents as per the “Required Documents” section of this page. It is advised to take the documents in original to the kiosk for scanning purposes.
5. The operator will process the application online. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
6. Applicant has to make necessary payment as centre operator quotes and don’t forget to take the receipt.
7. This application will be forwarded to the respective department for further processing.
8. ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
9. The submitted application will be processed by the department. A designated authority will verify the submitted documents and inspect the area of the applicant to clarify the applicant’s details.
10. Based on the outcome of the above-mentioned steps and other internal processing, the designated issuing authority will issue the certificate.
11. The status, viz. Approval or Rejection will be conveyed to the applicant through an “SMS” or applicable norms.

• Farmers who own land area less of than 4.94 Acres could get the small/marginal farmer certificate.

• The Government has allotted certain schemes such as loans, subsidy for crops cultivated exclusively for small/marginal farmers.
• Obtaining a Small/Marginal Farmer Certificate helps the farmers to make use of such government schemes.

Some of the schemes for small/ marginal farmers:

• Pradhan Mantri Kisan Samman Nidhi Yojana- Under this scheme, farmers are provided Rs. 6,000 per year as a minimum income support PM Kisan
• Pradhan Mantri Kisan Maandhan yojana- Under this scheme, farmers are provided minimum pension of Rs 3000 / month on attaining the age of 60 PMKMY Site
