Apply In-Person:

1. Applicant shall apply with the designated registering authority (Commissioner/Deputy Director) of their local energy development agency as applicable to obtain renewable energy certificate – REC.

3. Applicants who fulfil the eligibility criteria, listed under the eligibility section below can apply for the accreditation to concerned state agency.
4. Please consult for your requirement with the authority.
5. Obtain the application form or write on a sheet of paper as advised.
6. Submit the completed application form along with required documents as mentioned in the required documents section below.
7. Applicant has to make non-refundable processing fee and accreditation charges (one time and annual, if any) as determined by the appropriate state electricity regulatory commission from time to time.
8. The state agency shall assign a unique acknowledgement number to the applicant for each application for accreditation of its RE generation project, for any future correspondence.
9. After receipt of application in physical form for accreditation, the state agency shall conduct a preliminary scrutiny to ensure application form is complete in all respect along with necessary documents and applicable processing fees and accreditation charges.
10. The state agency shall undertake preliminary scrutiny of the application
11. After conducting the preliminary scrutiny, the state agency shall intimate in writing to the applicant for submission of any further information, if necessary, to further consider the application for accreditation or reject application.
    1. The reasons for rejecting the application for accreditation shall be recorded and intimated to applicant in writing within 2 working days from date of receipt of the completed application.
12. Authorities will Inspect the location. After all the above process is successful, the state agency shall grant 'Certificate for Registration' to the concerned Applicant as 'Eligible Entity'.
13. The issuance of certificate from authorities can be hand delivered or sent through post to the address mentioned while applying as per applicable norms.
14. The specific entity-wise and project-wise code number granted shall be used by the such applicant (Eligible Entities) for all future correspondence with the State Agency.
15. The state agency shall also intimate registration of eligible entity for particular RE generation project to the following entities,
    1. The host State Agency
    2. The host State Load Despatch center
    3. The Power Exchanges

Apply Online - Obtain Renewable Energy Certificate Online with images

1. Please go to the online portal: link
2. In the given page please select “RE Generators” under “Sign Up” on the right part of the screen.
3. In the given page please complete the screen prompts with appropriate details and hit “Submit” button at the bottom.
4. A new screen with RE Generator’s successful signup confirmation will be provided.#Come back to the home page. Select the login option button.
5. A login page will prompt user for login credential. Complete the credits as appropriate and hit “login” button.
6. A new screen will be provided. Please complete the session prompts as applicable for “Owner detail, Operator detail, Station detail, Connectivity…, Metering details, Clearance details, General details, Fees & Charges, Enclosures” one by one and hit “next” button at the bottom of each session.
7. In the resulting declaration session, please complete the page requirements and hit “Submit for Accreditation” button.
8. User will get a popup for confirmation. Please click “OK” button.
9. Applicant gets acknowledgement page. Please save it for future reference.
10. This application will be processed by the respective state agency.
11. Please look for the notification from the department and follow their guidelines to complete the registration process.

Note:

• In case, the Applicant has multiple RE generation projects then, separate Applications will have to be submitted by the Applicant for each RE generation project.
• The eligible entities shall apply to the central agency for certificates within Six months after corresponding generation from eligible renewable energy projects provided that the online application for issuance of certificates may be made on 10th /20th or last day of the month.

Apply through Centres:

1. To apply through centres, the applicant has to approach the respective “CSC” centre in their area. Refer the following link for location: CSC Locator link
   • NOTE: The applicant has to select the state, district and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centres.
2. Please visit the centre and consult with the centre operator for your requirement.
3. If the operator issues an application form, then collect it and pay the requisite fee. Please complete the application form.
4. Now, submit the completed application along with the required documents as per the “Required Documents” section of this page. It is advised to take the documents in original to the kiosk for scanning purposes.
5. The operator will process the application online. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
6. Applicant has to make necessary payment as centre operator quotes and don’t forget to take the receipt.
7. This application will be forwarded to the respective department for further processing.
8. ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
9. The submitted application will be processed by the department. A designated authority will verify the submitted documents and inspect the area of the applicant to clarify the applicant’s details.
10. Based on the outcome of the above-mentioned steps and other internal processing, the designated issuing authority will issue the certificate.
11. The status, viz. Approval or Rejection will be conveyed to the applicant through an “SMS” or applicable norms.

• A generating company engaged in generation of electricity from renewable energy sources shall be eligible to apply for registration for issuance of and dealing in Certificates if it fulfils the following conditions:
  • It has obtained accreditation from the state agency
  • It does not have any power purchase agreement for the capacity related to such generation to sell electricity
  • It does not sell electricity generated from the plant, either directly or through trader, to an obligated entity

• Renewable energy certificates (RECs) give individuals, companies and institutions a simple way to offset their carbon footprint and support clean energy.

• A REC that has been sold once cannot be purchased again.
• RECs encourages reduction in usage of fossil fuel-based greenhouse gas emissions or other pollutants
• There are two categories of RECs, viz., solar RECs and non-solar RECs.
