Procedure
Apply via Agent
- The Revenue Department of the respective state is the concerned department for the issuance of the Landless Certificate.
Apply In-Person:
- Applicant has to approach the concerned Circle Officer’s office of the respective area revenue department / tahsildar office whichever is applicable to apply.

- Go to the respective office.
- Collect the application form or write on a plain A4 sheet as advised.
- Complete the application form. Attach the entire required document as per our “required document” section and submit it along with applicable fees (if required) to the designated authority.
- Authorities after checking the attached documents and submitted application will make entries and provide you record number for reference.
- This application will be processed internally.
- Concerned circle officer / Village Administrative Officer (VAO) and Revenue Inspector (RI) will do the local enquiry to check the furnished details are correct.
- Authorities will check the land record and verify details submitted by the applicant.
- Once the verification is over, these officials will submit their report to the respective superior authority to decide the issue of Certificate to the applicant.
- The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS.
- If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued as per applicable norms.
Note:
- Applicant has to bring original documents while applying for verification and scanning if required.
- Without cross signature on photograph and signature on undertaking the application will be rejected.
Apply through Centres:
- To apply through centres, the applicant has to approach the respective “CSC” centre in their area. Refer the following link for location: CSC Locator link
- NOTE: The applicant has to select the state, district and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centres.
- Please visit the centre and consult with the centre operator for your requirement.
- If the operator issues an application form, then collect it and pay the requisite fee. Please complete the application form.
- Now, submit the completed application along with the required documents as per the “Required Documents” section of this page. It is advised to take the documents in original to the kiosk for scanning purposes.
- The operator will process the application online. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
- Applicant has to make necessary payment as centre operator quotes and don’t forget to take the receipt.
- This application will be forwarded to the respective department for further processing.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
- The submitted application will be processed by the department. A designated authority will verify the submitted documents and inspect the area of the applicant to clarify the applicant’s details.
- Based on the outcome of the above-mentioned steps and other internal processing, the designated issuing authority will issue the certificate.
- The status, viz. Approval or Rejection will be conveyed to the applicant through an “SMS” or applicable norms.

Eligibility
- A person who does not hold any land for the purpose of agriculture and earns his livelihood principally as agricultural labourer is eligible to apply.
- Please consult the tahsildar office for any updates on land holding limits in order to apply for this procedure.
- The citizen who needs the landless certificate should be a resident of the respective state.
Fees
- Please pay the fees or charges as applicable at the time of applying as per authority’s advice.
Validity
- Valid up to a period of 6 months from date of issue or as specified on the certificate.

Instructions
- Do not submit fake documents as a proof to obtain this certificate.
- Applicant should make sure that the annual income of their entire family is under the advised amount.

Need for the Document
- Landless certificate helps the bearer or the farmer to avail scheme initiated by the government for their upliftment.
- This certificate is required to get death and disability cover under “Aam Admi Bima Yojana” scheme from Indian government for landless households.
- This certificate should be issued by Revenue Officer not below the rank of Tahsildar. *Landless agricultural labourers are those small and marginal farmers, share croppers, persons engaged in animal husbandry, fishing, horticulture, bee-keeping, toddy tapping, forest workers etc..
