West Bengal - Get Subsidy on Power Tiller


Procedure

Apply In-Person:

  1. Based on the “National Agricultural Development Subsidy” scheme, the respective state agriculture department will offer subsidy to the eligible farmers. The farmers interested in the scheme shall reach the respective district agriculture engineering office.
  2. Contact link1 the farmers are also advised to visit the respective block development office – BDO link2 please fill the prompts using the drop-down list for respective contact details AND Panchayat contact link in the given page please select the hyperlink against the respective state as per requirement for contact details.
  3. The farmers shall call up the contact numbers provided in the pages as per the above link to know the appropriate office to apply in person.
  4. Please visit the respective office and obtain the application form to apply, or write on a plain A4 sheet as advised or follow the authorities guidelines.
  5. Please complete the application form. Attach the required documents as per the “Required Documents” section of this page and submit it to the designated receiving authority in person.
  6. On receiving the application, the concerned authority will check the application details and documents.
  7. If all are in place, the application will be accepted and an acknowledgement slip with a serial number will be issued. Please keep it safe for future reference. This service is offered on a "first come first serve" basis.
  8. ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
  9. This application will be processed further. The department will make a case study of the type of tiller required based on the crop and the size of the land of the applicant. If required, authorities will inspect the land to ascertain the reality.
  10. Once the application is considered for grant of subsidy, it will be forwarded to the respective team for budget approval and sanction.
  11. Based on the above process, a work order will be issued to the applicant.
  12. The applicant shall approach the government approved dealer and get the quotation.
  13. Please submit the work order, quotation and other mandatory documents with a covering letter to the respective district agriculture engineering office.
  14. The authorities after verifying the details will guide the applicant to make the payment.
  15. Please deposit the amount in the respective account as applicable and collect the receipt for the payment. The farmer shall provide the copy of the receipt of payment to the respective receiving authority with whom the application was submitted.
  16. The department will forward the case with recommendation to the sanctioning authority for the grant of subsidy.
  17. The sanctioning authority will evaluate the case and sanction the subsidy.
  18. The status, viz. approval, will be conveyed to the applicant (and also to the service provider/manufacturer) through a “SMS” or as per applicable norms.
  19. The whole process shall be completed within the financial year or as per the advised time period.

Apply Online

  1. Please use the following link to reach the online portal to apply link
  2. In the given page, please click on the “Mechanization of Agriculture 2022” service under “Department of Agriculture Services” to reach the “FARM MECHANISATION” page.
  3. Here, please click on the “Applicant” button for a new page. In the new page, please click on the “Login” button to get the “Applicant Login” page. Please enter the login credentials as appropriate and click on the “Sign In” button to login.
  4. If the applicant is a new user, then use the “Registration” button to reach the “Registration Information” page. Please go through the information and click on the “Proceed” button to get the “Registration form” page. Please enter the voter ID at the prompted space and click on the “Enter” button to get the prompts to register.
  5. Please enter the mandatory details as appropriate and click on the “Sign Up” button to register and then login.
  6. Once login, the applicant will reach the dashboard. Here, please click on the “Apply New” option provided under “Farmer Admin” section on the left part of the page to get list of forms. Here, please click on the “Apply Here” button under “Apply for FSSM” section to reach the “Application Form For Purchase of Agricultural Equipment/Machinery under FSSM” online form.
  7. Please complete the page prompts as appropriate with mandatory details. Select the machinery from the dropdown list under the “Choose Machinery*” section. Please click the check box for the “I declare that all information…” declaration and click on the “Submit” button to get the acknowledgement with application ID for successful submission of the application.
  8. Please click on the “OK” button to close the window.
  9. After the successful submission of online application for subsidy, the applicant shall meet the respective district agriculture engineering office or the office concerned with the copy and originals of the documents uploaded and follow their guidelines to get the subsidy.


Note:
  • The subsidy is also offered for the items that are already purchased. The applicant shall get the guidance from the dealers about the grant and the type of machine for which the subsidy is offered. In this case, the applicant shall submit the bill along with the other documents. The department will inspect the machinery and then grant the applicable subsidy.
  • Based on the announcement from the state agricultural department, the respective area farmers shall form a self-help group SHG. These self-help groups will be provided with the amount required for the purchase of tillers.
  • Please follow the notification and guidelines of the department.
  • With change and updates in norms and government orders, the approval of subsidy amount and the share of the farmer vary. The farmer shall clarify these details with respective authorities of block level agricultural engineering department office.
  • The release of subsidy fund for the approved case will be through bank only.
  • The farmer’s share of the subsidy shall be provided by means of loan too. The farmer shall enquire with the information counter of the respective block level agricultural engineering department office.



Apply through Centres:

  1. To apply through centres, the applicant has to approach the respective “CSC” centre in their area. Refer the following link for location: CSC Locator link
    • NOTE: The applicant has to select the state, district and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centres.
  2. Please visit the centre and consult with the centre operator for your requirement.
  3. If the operator issues an application form, then collect it and pay the requisite fee. Please complete the application form.
  4. Now, submit the completed application along with the required documents as per the “Required Documents” section of this page. It is advised to take the documents in original to the kiosk for scanning purposes.
  5. The operator will process the application online. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
  6. Applicant has to make necessary payment as centre operator quotes and don’t forget to take the receipt.
  7. This application will be forwarded to the respective department for further processing.
  8. ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
  9. The submitted application will be processed by the department. A designated authority will verify the submitted documents and inspect the area of the applicant to clarify the applicant’s details.
  10. Based on the outcome of the above-mentioned steps and other internal processing, the designated issuing authority will issue the order for obtaining the subsidy.
  11. The status, viz. Approval or Rejection will be conveyed to the applicant through an “SMS” or applicable norms.

Eligibility

  • Applicant should be a citizen of India.
  • Those who are 18 years and above are eligible to apply.
  • Small and marginal farmers are eligible to apply
  • Women farmers and farmers from SC/ST communities will be given additional subsidy.
  • Applicant should be a farmer.
  • The farmer should be the resident of the respective state.
  • The land should be free from encumbrances, litigation and attachments.
  • The ownership of land should be in the name of the applicant.
  • The land should be cultivable.




Fees

  • Fee information and other charges can be obtained directly from the department office while applying.
  • To avail the subsidy, the farmer has to pay the initial share as per the advice of the department.
  • As per the scheme, the government is offering 50% (or the percentage as offered) subsidy on the price of the machinery or the fixed maximum subsidy, whichever is less, to the small, marginal, scheduled castes and tribes and women farmers. Other farmers will get a maximum of 40% (or the percentage as offered) subsidy.
  • The percentage of subsidy varies from state to state and also based on the machinery (Power tiller under 8 hp or more than 8 hp and above with attachments).




Validity

  • The subsidy availed by a farmer is utilized for the purchase of power tiller.
  • The applicants are advised to follow the timeline (if any) provided by the authorities to initiate the purchase of the machine or make the initial payment.

Instructions

  • Under the “National Agricultural Development Subsidy” scheme, respective districts has been allotted subsidy for sanctioned number of tractors, Rotavators, power tillers, etc. In addition, these districts are allotted with a budget to setting up a centre to lease out the machinery.
  • In case, the target (sanctioned number for that area) of any particular variety of machinery is achieved, the farmers will be advised to wait for the turn.
  • Incomplete application will be rejected.
  • Do not submit fake documents as a proof to get subsidy.
  • Avoid spelling mistakes while filling the application form.
