West Bengal - Apply Identity Card for Differently Abled


Procedure

In Person

  1. To obtain a disability card the applicant has to contact the District Hospital with the documents
  2. The documents that has been submitted will be validated and the Disability Card will be provided.

Note: The Director General of Health Services, Ministry of Health and Family Welfare will be the final authority to issue the ID card based on the documents.

Following listed information provides you details on who needs to be approached for getting appropriate certificate.
  1. Children below 12 years and suffering from mental retardation may be certified of their disability either by a neurologist, pediatric, psychiatrist and visually challenged will be so certified by an ophthalmologist.
  2. Applicants may use the application form allotted for a specific disability and submit the forms at the government hospital or public health centers.
    1. Those applicants with amputation or severe paralysis, and irreversible disabilities are required to get medical certificate from concerned medical practitioner at the government hospital or the primary health center.
    2. Those with multiple disabilities will be certified by a medical board constituted of three doctors, with one of the doctors competent in the field of one of the disabilities the applicant stands incapacitated by.
    3. Those affected by cerebral palsy may procure a certificate either from a pediatric, orthopedic, neurologist, or a psychiatrist.
    4. Those afflicted by leprosy will be certified so by a dermatologist, and the hearing impaired by an ENT specialist.

  • Persons falling under the categories with a minimum of 40% disability are eligible for entitlement of all benefits provided by the Government.

Validity

[edit]

  • This card is valid for a period of five years from the date of issue.
  • On expiry the card should be surrendered to the issuing authority and an application for issuing a new card should be submitted if required.
  • In case the card is lost, new card will be issued with the payment of a penalty

Instructions

  • Identity cards for Person Differently Abled are issued by District Differently Abled Welfare Officers based on the Disability Certificate.
  • The person should have minimum of 40% of disability.
  • Medical Certificate should be obtained from the competent Medical authority (ie.) concerned Specialist. In case of multiple disabled person, certificate should be obtained from Medical Board.
  • The person may use the application form allotted for a specific disability and submit the forms at the government hospital or public health centers for obtaining medical certificates.
    • Those applicants with amputation or severe paralysis, and irreversible disabilities are required to get medical certificate from concerned medical practitioner at the government hospital or the primary health centre.

Reservation in Government job

3% of jobs are reserved for the handicapped in State Government and Public Sector Undertakings. Office Order No. 4080 SW dated 27/9/89, Department of Relief and Welfare, Wrighter's Building.

Age relaxation

The upper age limit for recruitment to State Government services and posts whether recruited through the Public Service Commission, West Bengal or otherwise is 45 years in the case of Physically Handicapped persons vide G.O. No. 10517F.

Scholarship/Stipend

Disabled students get scholarship @ Rs.60/ p.m. from Class I to Class VIII from the Directorates of Social Welfare whose parents income is Rs.750/ p.m.

  • In case of orthopaedically handicapped candidates having abnormal defects which needs special arrangement for transport an additional allowance up to Rs.20/ per month may be sanctioned.
  • In case of blind candidate an additional amount of Rs.20/ per month may be sanction as reader's allowances on the basis of the certificate issued by the head of the Institution vide G.O. No. 1870SW dt. 3.8.90.
Disability pension/Social security pension

Rs.100/ per head per month is paid to the disabled person with effect from 3.8.90.

Conveyance allowances

Disabled employees get conveyance allowance.

Bus concession

Free bus and tram journey facility is available to following types of physically handicapped persons:

  • Persons who are blind in both eyes.
  • Persons whose visual impairment is 40% or above.
  • Persons who are because of disease of long duration or congenital defects, unable to move on their own.
  • Deaf and dumb persons including students.
Assistance for self employment

Three categories of disabled persons viz. Physically handicapped, Deaf and Dumb and Blind with degree of disability 40% and above are allowed a grant by State Government to the extent of Rs.1000/ only for self employment programmes.

Assistance for purchase of aids and appliances

As per order No. 7760SW dt. 29.10.93 Prosthetic aids are given to a handicapped person where income is not enough to enable him/her to procure the aid. No specific income limit for the handicapped person or his/her relation has been mentioned in the said order.

Other concessions
  • Relaxation in typing knowledge The qualification regarding working knowledge in typing for the post of clerks has been relaxed.
  • Issue of Identity cards Medical Boards have been constituted in all the Districts and Identity cards for the disabled are being issued to the eligible beneficiaries with above 40% disability in the districts from the District Headquarters and in Kolkata from the Directorate of Social Welfare.
  • Economic Rehabilitation for the skilled draftsman: For economic rehabilitation of skilled draftsman of ITI Rs.5000/ per trainees may be sanctioned to help them start any trade. Financial assistance may also be made available to them from financial Institutions where Government will act as guarantor.
  • Other concession facilities given by State Government to the handicapped persons are:
    • Preference in housing
    • 1% of Government flats are reserved for the disabled.
    • Concession in communication
    • Concession in Custom duty
    • Concession in age, qualification, etc.
    • Exemption from payment of examination fee for competitive examinations of SSC, UPSC for recruitment of various Group C and B (Non gazetted) posts.
    • State Award is given to out standing employees of physically handicapped persons.

    • Refer advertisements of Staff Selection Commission, Union Public Service Commission, Banking Service Recruitment Board, Post and Telegraph department, State Public Service Commission and collectorate advertisements in which number of vacancies are being advertised as reserved for the disabled persons.

Need for the Document

  • The Constitution of India promotes equality, freedom, justice and dignity of all individuals and implicitly mandates an inclusive society for all including persons with disabilities.
  • According to the provisions of the Persons with Disabilities Act of 1995, it has identified seven categories of disabilities: blindness, low vision, leprosy cured, hearing impairment, loco-motor disability, mental retardation and mental illness.
  • Under West Bengal Disability Pension scheme, 2010. The monthly grant of Rs 750/- is paid to disabled people
