1. Access E-Certification through OSPIs Education Data System (EDS) Portal.
2. After creating an account in EDS, select E-Certification (it will take approximately 15 minutes to have these options available after creating the account). The link will take you to E-Certification homepage.

Check the status of your application online:

1. Log in to EDS:
   1. If you are using EDS for the first time you will need to create an account - Instructions (PDF)
   2. If you already have an account, simply log-in using your current account and password; do not create a duplicate account.
2. Click View My Applications.
3. Select E-Certification.
4. Select the My Credentials tab.
5. View the status of your application (Pending, Open, Re-Opened, Closed).

List down the documents required for successfully completing the procedure.

The candidate must have completed:

• a ProTeach Portfolio, or
• a program in another state whose advanced level certification program is comparable to that in Washington, as determined by the Professional Educator Standards Board, or
• a certificate issued by the National Board for Professional Teaching Standards (NBPTS) will satisfy the program requirement for the Professional Certificate

Issues of Abuse: The candidate must have taken coursework in issues of abuse, which must include information related to identification of physical, emotional, sexual, and substance abuse; the impact on learning and behavior; the responsibilities of a teacher to report abuse or to provide assistance to victimized children; and methods of teaching about abuse and its prevention.

Testing for Out-of-state applicants: To those who are applying for the professional teacher certificate in lieu of the residency shall successfully complete all required testing:

• Out-of-state applicants must pass a basic skills test (WEST-B) within 12 months of receiving a temporary permit.
• Out-of-state applicants must pass an endorsement content knowledge test (WEST-E) within 12 months of receiving a temporary permit.
• Note: Teachers with valid National Board Certification are exempt from certain testing requirements.

Professional certificates earned by holding the NBPTS certificate are valid for at least five years, up to the expiration date of the NBPTS certificate.

A Professional Certificate is an advanced level regular certificate, normally awarded to holders of the Residency Certificate who completed the new ProTeach Portfolio. This type of certificate may sometimes be awarded to out-of-state applicants in lieu of the Residency.
