• Must obtained a valid Virginia drivers license or have satisfied all the requirements necessary to obtain such a license.
• Must pass a state-approved driver education program designed for commercial motor vehicles and hold a CDL instruction permit for at least 14 days or hold a CDL instruction permit for at least 30 days before taking the CDL road skills test at DMV; if you did not complete that driver education program.

• You may complete an application form before or after coming to the DMV office.
• CDL fees are based on how long the license will be valid.
• Once you pass the required testing, your CDL or CDL instruction permit will be mailed to the address in DMV's records.

In order to extend the coverage of your driving, not just a private vehicle but includes a commercial vehicle as well. Since the coverage is larger in scope, the DMV implements some restrictions and classifications.
