Apply In-Person

1. To propose for a Hazardous Waste Permit in person, the proponent has to visit the Regional office of the UTTARAKHAND POLLUTION CONTROL BOARD.
2. The Regional Office can be visited or contacted with the help the link given below: Uttrakhand Pollution Control Board
3. Visit the Regional Office and get the Application form for HW Permit.
4. Please fill the application with essential information and details and it should be attested with the applicant’s signature.
5. Make sure that you have all the documents that are listed in “Required Documents” section of this page. Attach all the important documents mentioned.
6. Then, it should be submitted to the District Environmental Engineer who will further put the application and attached documents into scrutiny and check if there is any deficiency.
7. If anything found, it will be returned to the industry online within seven days from the date of application. The industry is supposed to resubmit the application or provide proper clarification for the deficiency.
8. The corrected complete application is now sent to the Inspection of Site and examined by the concerned Engineer.
9. If the inspection finds any incorrect information, the DEE shall return the application within 24 hours of inspection and obtain the correct information online.
10. Once when all the furnished information is found sufficient by the Engineer concerned, the Inspection Report shall be submitted within 24 hours without fail.
11. After further processes, the hard copy of the signed Authorization order shall be despatched within a day of approval, to the proponent.

Apply Online

1. For obtaining authorization for handling Hazardous wastes, you have to visit the XGN module in UPCB website using the following link: Apply Online
2. If you already have an Industry registration, login using your User ID and Password. Else, make a new registration in the XGN Website.
3. After making a new registration, login into the XGN website using the user credentials.
4. After logging in, click on “Menu” option and then “Online Application”. A screen with a number of steps will appear. You can select and complete any step by clicking on “open” button that is present before the concerned step.
5. Click “open” button in the first step in order to update the Profile details as required and click on “save” button.
6. In the next step, provisions for filling information about technical parameters like Air, Water and Hazardous wastes is available. Click on “Hazardous profile“ option and provide details like type of waste, category, approximate generation/year, disposal modes as directed.
7. Click “Update” button and proceed to fill the permissible values of sample parameters (as per CCA order) and click “save” button.
8. List of Products, their production capacity (per month) in given Units and list of raw material will be added in this step. New product will be added by new product and save all details by clicking on “Update” button.
9. Click on “Applicable” button in the next step which will list a set of enclosures. In that, only select the list which is applicable to the industry and click on “update” button. Then, click “upload” button to view and upload the documents/items which were selected previously, as pdf. Repeat the same and upload all the required documents.
10. Once all the required details are correctly furnished, the application filing is over and in case of any query raised by the UEPPCB, it can be viewed and replied in the step “PCB Query raised”.
11. The confirmation of application submission can be viewed by clicking “ Menu” option and then “Online Application”. Then click on “Add Inward” option to add the required comments and click on “save” button. An inward number will be generated and it means the application has been submitted successfully and taken to the query and scrutiny at Regional office.
12. The HW application will be processed by the Regional Officer. Inspection of the Industry by the Regional officer and entry of details in XGN Software. The applicants can download the authorization order from the Board’s website.

• Industries should apply for the HW Authorization only after obtaining the valid Consent/Renewal of consent order.
• The one who applies for HW authorization must be eligible of providing reliable Operating Facility for managing the hazardous wastes effectively.
• The operating facility will be needful for specialized supervision and better instrumentation.
• Hazardous wastes can hardly be reliably disposed a loose confederation. A dedicated operating agency can only offer a solution. Industry and regulatory authorities should, therefore, groom such operating agencies.

• It has to be ensured that applicants should not have submitted applications (either Consent or HWA or BWA) using more than one User Id for the industry location.
• INSPECTION REPORT will also be sent to the industries as attachment along with authorization. Provision has been made in the HWA module such that when authorization is generated and application is closed after approval, authorization and IR are made available for the industry to download.
• Hence, the users shall mention in the additional condition that the IR is attached along with authorization while ’preparing authorization order’.
• In case of Actual users, passbook will be issued by the Board along with Authorisation for maintaining records of Hazardous and Other wastes purchased by the Actual users.
