Uganda - Media House Registration


Procedure

  1. Registration form of Media houses can be obtained from Uganda Media Council or Uganda Media Centre.
    • A person or mass media organisation shall not engage, in any media house business unless registered with the Media Council in writing and has been approved by the council for that purpose.
  2. Before you request for registration Media house first register with the Media Council as an authorized Media house as described by the Media council.
  3. Any person who wishes to register a Media House shall meet the following conditions:
    • The applicant should make sure he/she has registered with the Media council as an authorized editor of the mass media organisation.
  4. After fulfilling the conditions above proceed to pick and fill the form applying to register a media House.
  5. Pay the prescribed fee as prescribed by the media council or Uganda Media Centre.
  6. Submit the dully filled in form, attached with pay slip and other required documents as prescribed by the Media Council. The Media council inspector office shall carryout inspection of your Media House before the registration certificate is issued.
  7. Collect your Media House certificate from the media Council or Media centre where your application was submitted within 7 days from the date the application was received at media council in case there is no rejection.
  8. The Media Council may refuse to approve Media House which does not fulfill all the requirements, or which has no proper provision for disseminating information or has allegation without establishing its correctness or truth.
  9. The Council may reject the application, if it is of the opinion that any Media house approved is not being maintained in a satisfactory condition, the Council may direct that the Media House be discontinued from operating.

  • Registration of particulars of editor of mass Media organisation Ugsh.10,000.
  • Notification of change in particulars of editor of mass media org. Ugshs. 5,000

Different media enterprises as per Uganda Media Council's categorization:

  • Large media house - Five or more media outlets with regional reach and or high power frequency with regional reach
  • Large media house - Five or more media outlets with national reach and or high power frequency with national reach
  • Medium media houses - Two to four media outlets or medium power frequency
  • Micro media houses - Two media outlets or low power frequency
  • Small media houses - One media outlet
  • Small media houses - One media outlet and frequency radius of 40 km.
  • Magazine publishers.
  • Foreign media houses.

Need for the Document

  • All media enterprises operating in the country particularly in the counties are advised to inform the Media Council of their existence and operation to ensure compliance.
  • The press and journalist Act 2013 provides that the Media Council of Uganda,is the regulator of media in Uganda shall accredit all media enterprises operating in the country. Media enterprise is required a subscription fee for accreditation.

A foreign media house that intends to operate or establish presence in Uganda has to be incorporated in Uganda. There are two options that are available. It can be incorporated in Uganda as;

  • a locally incorporated private company; or
  • registered as a branch office of a foreign company.
