Applicants may only apply for passport replacement or renewal overseas if meeting one of the following three conditions:

1.) Applicants who can apply under regular passport regulations:

• Those who meet the regulations of the ROC Military Performance Act and ROC Male Nationals with Military Service Obligation Exit Regulations, or have approval by the Ministry of the Interior; or
• Those who exited the ROC before December 31 of the year they were fifteen years of age and have not returned since then; or
• Those who have obtained Overseas Chinese status and have not yet been conscripted.

2.) Applicants who exited the ROC after January 1st of year they were sixteen years of age and submit their applications before December 31st of year they are eighteen.

3.) Applicants who will:

• Exit the ROC before January 1st of the year they reached nineteen years old.
• Applicants who are studying in any qualified overseas educational institutions and file an application before December 31st of the year they are nineteen years of age.
• Meet the requirements of the ROC Military Performance Act and the ROC Male Nationals with Military Service Obligation Exit Regulations.

Within the Republic of China

The fee for an ordinary e-passport is NT$1,300 for applications made within the Republic of China (ROC). But for applicants under 14, male applicants who turned 14 and apply an e-passport before December 31 of the year they turn 15, and male applicants who apply an e-passport after January 1 of the year they turn 16, are obligated to serving in the military, and the passport validity term would be shortened due to their service in the military, the fee for an ordinary e-passport is NT$900.

Applications made abroad

1. E-passport: US$45 for each e-passport. But in instances otherwise stipulated in the preceding paragraph, the fee for each application is US$31.
2. General passports:

• For applicants who lost their passports and couldnt wait for a re-issuance of an e-passport, or for the passports issued in accordance article 20 of the Passport Statutes for ROC nationals to return home from abroad, the fee for each general passport is US$31.
• For applicants who cannot wait for the approval and re-issuance of e-passports, instead, obtain a general passport with one-year validity, the fee for the general passport is US$10.

Before collecting the fee in local currency, the overseas embassies, consulates or representative offices shall determine the exchange rates from US dollars into local currencies and have them approved by the Bureau of Consular Affairs, Ministry of Foreign Affairs.

For applications made abroad by mails, applicants may in person or authorize others to pick up the passport; otherwise, a stamped envelope or equivalent delivery fees should be attached.

Applicants who apply for passports in Taiwan and request expedited service

Applicants shall pay an extra charge, unless the request for that service is due to a disaster, an accident or official use approved by the Bureau of Consular Affairs. The extra charges for expedited service are:

1. NT$300 for obtaining a passport one working day earlier than normal processing time. A partial working day shall be regarded as a full working day.
2. NT$600 for two working days earlier than normal processing time.
3. NT$900 for three working days earlier than normal processing time.

Those who have applied for passports and decide later to request expedited service and are approved by the Bureau of Consular Affairs shall be charged in accordance with subparagraph 3 of the preceding paragraph.

The Bureau of Consular Affairs may announce to suspend partially or entirely the expedited service depending on the actual operational situation.

• Applicants who exited the ROC after January 1st of year they were sixteen years of age and submit their applications before December 31st of year they are eighteen. The validity of their passport shall not exceed three years and shall not be valid beyond December 31st of the year they are twenty-one years old.

• Applicants fulfilling the criteria under category 3 may be issued a passport with three years of validity each time, which shall not be valid beyond December 31st of the year they are thirty-three years of age.

A passport is a document, issued by the national government. It certifies the identity and nationality of the holder for travel abroad. It contains information about the holder; like name, gender, date and place of birth.

Male Nationals are allowed to apply for passport replacement or renewal overseas.

Details about the ePassport Photographs:

1. The photograph must be less than 6 months old.
2. The photograph must measure 45 x 35 mm in size (1.77 inches long x 1.38 inches wide) and show a close-up of the head and top of the shoulders. The chin to crown (crown is the position of the top of the head if there were no hair) must be between 32 mm and 36 mm (70 to 80 per cent of the vertical height of the picture). Head or any part of hair must not touch the frame of the photograph (female applicant's hair is permitted to touch the bottom frame of the photograph).
3. The photograph must be color neutral, with no ink marks or creases.
4. The photograph must show the subject facing square on and looking directly at the camera, with eyes open and clearly visible. A neutral expression (no smiling, mouth closed) and a natural skin tone are required. The photograph must have appropriate brightness and contrast.
5. There must be no hair across the eyes. Both edges of the face must be clearly visible. #The photograph must not show the subject looking over one shoulder (portrait style) or with head tilted to one side or backwards or forwards. Ears, moles, birthmarks or scars must not be covered. An applicant with microtia is allowed to conceal the ears, but both edges of the face must be clearly visible.
