South Africa - Request Seed Testing for Complaints and Disputes


Procedure

Apply In-Person:

  1. To apply for requesting Seed Testing for Complaints and Disputes in person, the applicant has to visit the Directorate Inspection Services (DIS) at the Department of Agriculture, Land Reform and Rural Development.
  2. The contact and address details can be found in the “Who to contact” section of the following page: Link
  3. Visit the office of the Directorate Inspection Services (DIS) and get the complaint application form to request Seed Testing for Complaints and Disputes, from the relevant department.
  4. Make sure that you have all the documents listed in the “Required documents” section of this page.
  5. Complete the form as required with relevant details under respective sections. After completing the application form, attach the required documents with the completed form.
  6. Then, proceed to submit the package to the relevant authority at the DIS office in person for further processes. Make the necessary payment as directed.
  7. You can also submit the application package through post to the postal address of the nearest DIS regional office.
  8. After all the processes have got completed, the concerned authorities in the office will proceed to conduct the Seed investigation.

Eligibility

  • Any person living in South Africa, who wants to investigate a high level of impurity or poor germination of a seed lot, can apply.
  • Any organisation, institute, company or farmer can lay a complaint or declare a dispute.



Fees

It costs R390.00/hour.

If you want to investigate a high level of impurity or poor germination of a seed lot, you must contact the Directorate Inspection Services (DIS) at the Department of Agriculture, Land Reform and Rural Development and follow a prescribed procedure to have the seed tested.

The OSTL gives priority to the testing of seed samples for dispute or compliant purposes. The magnitude of the dispute or complaint, i.e. number of samples, crop types and type of tests to be conducted, will affect the time taken for an investigation to be conducted.
