Apply In-Person
- To apply for importing a Second-hand or Used vehicle in person, the applicant has to visit the Import and Export Control department in the office of International Trade Administration Commission (ITAC).
- Find the address and contact details of the Import and Export Control department in the office of ITAC in the following link: Link
- Visit the office of ITAC and obtain the application form for importing a second hand or used passenger vehicle (IE 462), from the Import and Export Control department. Or click here to download: Link
- Make sure that you have all the documents listed in the “Required documents” section of this page.
- Complete the form as required with relevant details under respective sections. After completing the application form, attach the required documents with the completed form.
- Then, proceed to submit the package to the relevant authority at the office in person for further processes. Make the necessary payment as directed (if any).
- After submission, the completed form and corresponding documents will be put into further verification and validation processes.
- Once all the processes got completed, the authorities will make necessary arrangements for the permit issuance process.
Required Documents
- Completed IE 462 form
- Letter of Authority from NRCS
If you are an SA citizen:
- Identity Document/Passport
- Confirmation letter for permanent employment abroad
- Certified copy of the official foreign Vehicle Registration Certificate
If you are a bonafide immigrant:
- SA Permanent Resident Document copy
- Foreign Passport copy (page with photo and details)
- Foreign Motor Vehicle Registration Certificate copy
- Research or study proof (where applicable)

Eligibility
- Any person living in South Africa or a bonafide immigrant, who wants to import used or second-hand vehicle into South Africa, can apply to get an Import permit to the ITAC.
- Any person who wants to import Racing cars, vintage passenger vehicles, specially designed vehicles and inherited vehicles can also apply to get an import permit.
Fees
ITAC does not charge service fees but you will have to pay customs duty at South African Revenue Service (SARS).
Validity
Explain the time until which the certificate/document is valid.

Instructions
- Before you import a used vehicle, goods vehicle or trailer you must first obtain a letter of authority from the National Regulator for Compulsory Specifications (NRCS).

- Particulars of the vehicle

Need for the Document
- You can only import a second-hand vehicle into South Africa if you have been granted a permit to do so.
- The importation of used vehicles is restricted to protect the local motor vehicle manufacturing industry. Permits are only issued under specifically defined circumstances.
