South Africa - Get Permission to Import Chemicals


Procedure

Apply In-Person

  1. To apply for getting permission to import chemicals in person, the applicant has to visit the Import and Export Control department in the office of International Trade Administration Commission (ITAC).
  2. Find the address and contact details of the Import and Export Control department in the office of ITAC in the following link: Link
  3. Visit the office of ITAC and obtain the application form for applying to get permission to import chemicals (IE 464), from the Import and Export Control department. Or click here to download: Link
  4. Make sure that you have all the documents listed in the “Required documents” section of this page.
  5. Complete the form as required with relevant details under respective sections. After completing the application form, attach the required documents with the completed form.
  6. Then, proceed to submit the package to the relevant authority at the office in person for further processes. Make the necessary payment as directed (if any).
  7. After submission, the completed form and corresponding documents will be put into further verification and validation processes.
  8. Once all the processes got completed, the authorities will make necessary amendments for the permit issuance process.

Eligibility

  • Any person living in South Africa, who wants to import certain chemicals into South Africa, can apply to get an Import permit to the ITAC.
  • Before applying, the applicant must get a recommendation letter from the South African Police Service (SAPS) or from the Department of Environmental Affairs.



Fees

ITAC does not charge any service fees but you will have to pay customs duty at SARS.

Instructions

  • In the event of chemicals listed in the 1988 Convention against Illicit Traffic in Narcotic Drugs and Psychotropic substances being imported, a recommendation from SAPS in the event of chemicals is required.
  • If the chemicals are listed in the Montreal Protocol, a recommendation from the Department of Environmental Affairs is required.

Need for the Document

To import certain chemicals into South Africa you need permission from the International Trade Administration Commission (ITAC) which will decide if it is in the best interests of the public to import the chemicals.

  • Chemicals are controlled to comply with the provisions of the Montreal Protocol and the 1988 United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. These are international efforts to protect the ozone layer and fight international drug dealing respectively.
  • Customs duty is calculated as a percentage of the value of the goods (set in the schedules to the Customs and Excise Act).
