South Africa - Enroll in People Carrier Automotive Investment Scheme (P-AIS)


Procedure

Apply In-Person:

  1. To Enrol in People Carrier Automotive Investment Scheme (P-AIS), the applicant must go to the Department of Trade and Industry (DTI) Office in South Africa. Contact Link
  2. The application form must be obtained from the authorities in the DTI office.
  3. Make sure that you have all the documents that are mentioned in the “Required Documents” section of this page.
  4. The application form along with the required documents must be submitted personally or via post to the respective authority in DTI office.
  5. The application form must be sent between 120 days and 180 days prior in case of commencement of production for people carrier manufacturers.
  6. If the application is for the commencement of production for component manufacturers, deemed component manufacturers and /or tooling companies, then it should be sent between 90 days and 120 days prior. The application will be verified by the authorities on the parameters such as, Tooling, Research and Development (R&D) in South Africa, Employment creation / retention, Strengthening the automotive supply value chain, and Empowerment.
  7. After verifying the documents completely, if the applicant qualifies the eligibility requirements set by the DTI board, then the P-AIS grant will be sanctioned to the applicant.
  8. There are no fee or charges to file the P-AIS application.
  9. The processing time will be intimated to the applicant while applying.





Required Documents

  • Application Form.
  • An original letter of intent and/or purchase order on the letterhead of the awarding OEM/ customer, or the certified copies.
  • An original valid tax clearance certificate of the entity.
  • Business Plan with detailed marketing plan, sales plan, a production plan, budget and projected financial income statement, cash flow statement and balance sheet, for a period of at least three (3) years for the project.
  • A cost benefit analysis for the project.
  • Latest audited financial statements not older than two (2) years.
  • An original Factual Findings Report.
  • A project monitoring report addressing the evaluation criteria and economic benefit criteria where applicable.
  • A cancelled cheque/bank certificate.
  • A completed credit order instruction forms not older than six (6) months as written confirmation of the bank details of the approved entity.
  • Declaration by the applicant and consultant. (where applicable)
  • Audited financial statements.
  • Legal Entities in existence for more than 18 months.
  • Management accounts for the month prior to the date of the submission for funding.
  • Other documents requested by the officials. (If applicable)

Eligibility

  • The eligible applicants of the P-AIS are:
    • Semi Knocked Down (SKD) Vehicle Assemblers
    • Complete Knocked Down (CKD) Vehicle Assemblers and
    • Component Manufacturers
  • The applicant must be a tax payer.




Fees

  • No fees or charges are levied for the processing or evaluation of P-AIS applications or claims.




Validity

  • The primary validity of the P-AIS is 3 years. However, the applicants can extend the funding duration for another 3 years by providing the business plan strategies.

Need for the Document

  • After getting the approval from the DTI, the applicant will receive cash grant for about 25% - 35% of the qualifying investment.




Information which might help

  • The P-AIS is a sub-component of the Automotive Incentive Scheme (AIS) and provides a non-taxable cash grant of between 20% and 35% of the value of qualifying investment in productive assets approved by the DTI.
