Apply In-Person:
- To Enrol in Incubation Support Programme (ISP), the applicant must go to the Department of Trade and Industry (DTI) Office in South Africa. Contact Link
- The applicant must submit a hand written proposal letter to the respective authorities in the DTI office.
- Make sure that you have all the documents that are mentioned in the “Required Documents” section of this page.
- All the necessary documents must be submitted to Incubation Support Programme Manager in the Incentive Development and Administration Division.
- After verifying the documents completely, if the applicant qualifies the eligibility requirements set by the DTI board, then the ISP fund will be sanctioned to the applicant.
- The fund will be released partially at every stage of the incubation project.
- The cost of the ISP fund will be shared by both the government and private sector partners.
- There are no fee or charges to file the ISP application.
- The processing time will be intimated to the applicant while applying.

- Three (3) year income statement and asset register projections.
- Details to financial model.
- Reports on the organisational structure. (E.g., staff structure, roles & responsibilities, qualifications & experience)
- Operational Plan.
- Marketing Plan.
- Other documents requested by the officials. (If applicable)

Eligibility
- The applicant must either be:
- A registered legal entity in South Africa in terms of
- The Companies Act, 1973 (as amended) or
- The Companies Act, 2008 (as amended) or
- The Close Corporations Act, 1984 (as amended) or
- The Co-operatives Act, 2005 (as amended). or
- Be a registered higher or further education institution, or
- Be a licensed and/or registered science council.
Fees
- No fees or charges are levied for the processing or evaluation of any Incubation Support Programme (ISP) applications or claims.
Validity
- The Incubation Support Programme is effective from 01 September 2012 up to 31 March 2022.

Instructions
- The first payment is limited to twenty-five percent (25%) of the total incentive amount approved and subsequent payments will be subject to proof of costs/expenditure incurred.

Need for the Document
- After getting the approval from the DTI, the applicant will receive a maximum of R10 Million grant support for the approved Incubation project.
- The costs applicable under the ISP are:
- Business development services (e.g., business advisory services, coaching and mentoring, training, facilitation of funding, production efficiency and improvement, quality and standards acquisition)
- Market access
- Machinery, equipment and tools
- Infrastructure linked to incubator (buildings, furniture)
- Product or service development
- Information and Communication Technology (ICT)
- Operational costs
- Applicants that are already receiving or are eligible to receive funding from other government departments or agencies such as SEDA are excluded from participation unless they establish a new incubator as a separate registered legal entity.
