Singapore - Police Clearance Certificate (Certificate of Clearance)


Procedure

PROCESS FOR CITIZENS & NON CITIZENS OF SINGAPORE – FOR BOTH WHO LIVE IN SINGAPORE AND OVERSEAS:

I. Apply in Singapore
Foreign national must have stayed in Singapore for at least six months.
a. Apply In-Person
  1. Applicant has to go to the criminal records office of the Criminal Investigation Department.

  3. Go to the office as per the located address. Make sure to take originals of the document to cross verify.
  4. Applicant should follow as per authorities guidelines to process his/her request.
  5. Applicant shall apply by submitting an application (written) along with required documents.
  6. As per authorities guidelines please complete the fingerprint impressions (taken between 8.30am and 12pm, Monday to Friday excluding public holidays).
  7. After the acceptance of application, internal processing will be initiated. Once the certificate is ready it will be issued applicant as notified.
Note: Applicants may collect the certificate in-person or through a authorized person. An authorization letter is required for collection with a valid photo identification for verification.


b. Apply online - Singapore Police Clearance Certificate (Certificate of Clearance) Online with Images

  2. Applicant has to hit “login” to get the next page.
  3. If you don’t have an account, please use register now option provided at the bottom of login prompt box and register yourself to login.
  4. Once login, user should follow the page prompts to initiate the online process.
  5. If the application is accepted, user get a acknowledgement for applying and appointment for his fingerprint with the respective office through sms/email.
  6. On the scheduled date please go to the respective office and follow the guidelines of authority to complete the application procedure initiated online.
  7. After successful completion, applicant will get his certificate as notified.


II. Applying process - overseas

  3. If you don’t have an account, please use register now option provided at the bottom of login prompt box and register yourself to login.
  4. Once login, user should follow the page prompts to initiate the online process.
  5. If the application is accepted, user gets an acknowledgement.
  6. Please take printout of the acknowledgement.
  7. Applicants need to mail a hardcopy of their fingerprint impressions (taken at an authorized institution in their country of residence) along with acknowledgement printout to the address provided below.
  8. After processing the certificates will be posted to the forwarding address as indicated by the applicants in the application.

Required Documents

Country specific

  • Application completed online through the Singapore Police Force (SPF) website.
  • A photo copy of applicant's valid passport (biometric page only).
  • Scanned Identification Document, front and back.
  • SingPass and/or Foreign Identification Number.
  • 2 recent passport-sized photographs that are 3.5 cm by 4.5cm, borderless with a white background.
  • Photocopy of document from relevant consulate/immigration or government authority/educational institution to establish that the certificate is required by such authority. All documents are to be translated to English if written in other languages.
  • Full set of fingerprints taken by a qualified fingerprint official (fingerprints can be taken at the COC office or an authorized institution overseas).

Note: walk-in applicants are to bring the original documents for verification.


Foreign national

  • Non-citizens must submit an appeal for consideration for a COC online through the SPF website.
  • A copy of your passport while living in Singapore.
  • a copy of your permit of stay in Singapore, passport number and place of issue as well.

In general

  • Valid passport (attested copy as per requirement).
  • Valid citizen proof (respective ID’s issued by respective nation).
  • Birth certificate (as per requirement).
  • Proofs of legal stay (copy of passport held during the said period with respective stamp and seal).
  • Email ID (useful to communicate issues with respect to your application.
  • A self-addressed envelope with or without stamps (as required).
  • Valid contact number (applicant can be communicated).

Eligibility

  • Applicant with valid passport and a valid address proof.
  • Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.




Fees

  • The processing fee for each application is $55.00 (an additional overseas postage fee of S$5.00 applies for applications via post from other countries).
  • Fee varies for case to case. Updated fee requirement will be provided by respective authorities while applying.

Validity

  • Validity is not mentioned in the certificate (Usually valid for six months).
  • May be with the issued date on the certificate, an applicant can use the certificate with respect to the expected validity requirement for the respective country.
  • Validity norms vary from country to country.

Instructions

Applicants residing in Singapore please visit the COC office in person to apply and to have their fingerprint impressions taken between 8.30am and 12pm, Monday to Friday (excluding public holidays).

Applicants residing overseas may submit their applications forms (and appeal form if applicable) to:

Each application will be processed only upon receipt of all required documents; failure to comply with the submission of required documents within 10 days on receipt of application will result in delays in processing or applications to be rejected.

Applicants residing overseas will be required to mail a hardcopy of your fingerprint impressions taken at an authorised institution in your country of residence (such as police stations or embassies), and enclose it with a copy of the eCOC Acknowledgement Slip, generated at the end of your online application. The COC will be mailed to your posting address indicated in the online application form, once we receive and verify your fingerprint impression and eCOC Acknowledgement Slip.

Non-Singapore Citizens may only apply after submitting an appeal,if your appeal is successful,you will be notified of the appeal outcome within 5 working days. Generally for Singapore Citizens and successfully appealed cases, it will take 5 working days to process the COC application upon receipt of completed applications with all the necessary documents. Failure to comply with the submission of required documents will result in delays in processing or rejection of application. Processing time excludes the time taken for the mail to be delivered to the forwarding address as indicated in the application forms.

Need for the Document

Certificate of Clearance ( COC ) is issued by the Criminal Investigation Department of Singapore Police Force to CITIZENS OF SINGAPORE to certify that a person has no criminal conviction in Singapore.

In many immigration cases you may be requested by relevant Government to present Police Clearance Certificate from another country where you have resided for some time. If you are going through immigration process, you will definitely be asked for such a certificate.

The Singapore Police Force (SPF) no longer issues the Certificate of Clearance (COC) to non-Singapore citizens. However, if a COC is still required by a non-Singapore citizen, he/she may wish to submit an appeal to SPF by completing both the appeal and application form. The following supporting documents are required:

  • Photocopy of valid passport.
  • Proof of residency at Singapore via work permit, contract, employers letter, pass.
  • 2 passport-sized passports (taken at least within 3 months)
  • Applicants must show proof of requirement of police clearance by the requesting authority via:
    • Applicants applying for migration must lodge their application for migration with the Immigration/Embassy/Consulate of the country of migration. They can apply after receiving the acknowledgement letter, which will state applicants name/file/case number. Checklist can be accompanied with the acknowledgement letter.
    • Requesting authoritys requirements for the police clearance and the offer/employment letter/email for work purposes.
    • Any other applications must be supported with the requesting authoritys requirements and letters or email.
  • Applicants applying from overseas can procure their fingerprints from the police station or from a qualified finger printer in the country they are currently residing. Applicants must provide fingerprints for all ten fingers on the standard forms available at the police stations. Applicants could also approach the Singapore High Commission to get their fingerprint impressions taken. Applicants will have to call and make an appointment.

A police clearance certificate is a copy of your criminal record or a declaration of the absence of any criminal record. Police clearance certificates are different in each country and territory and may be called police certificates, good conduct certificates, judicial record extracts, pcc,etc.,
