Sikkim - Permanent Vehicle (Car, Bike, Motorcycle) Registration

Apply In-Person

  • To apply for Permanent vehicle (Car, Bike, Motorcycle) registration in Sikkim, the applicant has to approach the RTO office of the area.
  • Information related to the RTO offices and registering authority can be obtained from the “Office and Location” Section of this page.
  • You will have to submit Application in front of registering authority within seven days of purchase of vehicle along with the documents.
  • The application shall be made in application Form no-20, Form-21 and Form-34 to the RTO

  2. The application form no 21 (sale certificate) can be downloaded through following link: form no 21
  3. The application form no 34 can be downloaded from the following link: form no 34 however, the form attested by vehicle financer is needed, if the vehicle is purchased on loan.
  • Information related to registering authority can be obtained in the “Office and Location” Section of this page.
  • Please make sure you have all the documents that are listed down the “Required Document” section of this page.
  • Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  • Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

  1. Application in form-20: form-20
  2. Sale certificate in form-21: form-21
  3. Form 34 if vehicle is purchased on loan: Form 34
  4. Form 22 issued by Dealer: Certificate of compliance with pollution standards, safety standards of components, roadworthiness (not downloadable)
  5. Valid insurance certificate
  6. Temporary registration, if any
  7. Form-A under Taxation Act, 1997
  8. Fees Specified in fees section
  9. Passport size photograph
  10. In case of imported vehicle, Custom clearance certificate along with the license and bond
  11. Aadhar Card
  12. Pollution under control certificate: Pollution under control certificate
  13. Proof of address (Ration card, Electricity bill etc.)
  14. Original sales certificate from the concerned authorities in Form 21 in the case of ex-army vehicle
  15. Copy of PAN card of Form 60 and Form 61 (as applicable)
  16. Dealer and manufacturer invoice*
  17. Proof of Date of Birth: Aadhar Card
  18. Chassis & Engine Pencil Print (if applicable)

  • Any person who has a vehicle with temporary registration is eligible for permanent registration.

Registration Fees for Vehicles:

  1. Motor Cycle/Scooter/Two Wheelers - Rs 60
  2. LMV (Non TPT) - Rs 200
  3. LMV (TPT) - Rs 300
  4. Medium Good Vehicle - Rs 400
  5. Three wheelers - 1000 INR
  6. Medium Passenger Motor Vehicle - Rs 400
  7. Heavy Goods Vehicle (Stage Carriers and lorries) - 1500 INR
  8. Heavy Passenger Motor Vehicle - Rs 600
  9. Imported Motor Vehicle- Rs 800
  10. Imported Motor Cycle - Rs 200

  • Registration certificate is valid for 15 years.

Guidelines for application
  1. Apply for permanent registration of a motor vehicle in Form 20 to the Registering Authority in whose jurisdiction the vehicle is placed.
  2. If the vehicle has been temporarily registered then apply before the temporary registration expires
  3. Confirm whether the registration involves hypothecation in which case refer Hypothecation
  4. Confirm the type of registration number (Fancy number/Choice number/General number).
  5. Confirm about the usage requirement of HSRP/smart card
  6. Pay appropriate fee as specified in Rule 81 of Central Motor Vehicle Rules 1989 depending on the choice of registration number and use of HSRP/smart card
  7. Pay Tax as per Central Motor Vehicle Rules 1989 depending on the choice of registration number and use of HSRP/smart card




Required Information

  1. Valid Vehicle Number , Chassis Number and Mobile Number for OTP
  2. Valid details about payment modes like Internet banking, Debit/Credit Card etc details for making payments.

Additional documentary evidence for transport vehicle
  1. Vehicle is not covered by any permit issued by any transport authority
  2. Sum of money agreed upon to be paid by the holder of the permit, if any, is not pending recovery
  3. Evidence of payment of tax on passengers and goods under any law for the time being in force up to the date of application for no objection certificate

  • A vehicle registration certificate is an official document providing proof of registration of a motor vehicle. It is used primarily by governments as a means of ensuring that all road vehicles are on the national vehicle register, but is also used as a form of law enforcement and to facilitate change of ownership when buying and selling a vehicle.
