Sikkim - Apply for Particular Contract Carriage Permit

Apply In-Person

  • To apply for a particular contract carriage permit in Sikkim the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.
  • Information related to the RTO offices and permit issuing state/regional transport authorities can be obtained from the “Office and Location” Section of this page.
  • You will have to submit Application in Form SKV 33 in front of permit issuing authority.
  • Application form can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.

  • Please make sure you have all the documents that are listed down the “Required Document” section of this page.
  • Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

Apply Online:

  1. To apply for particular contract carriage permit, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
  2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
  3. The applicant will be taken to the “Manual” page where all the available services will be listed.
  4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
  5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
  6. Please follow the steps to complete the application.





Required Documents

  1. Application form no SKV 33 : Application form can be downloaded through following link: form no SKV 33
  2. 1 (one) passport size photo.
  3. Attested copy of Sikkim Subject Certificate / Certificate of Identification or Trade License, documents of landed property in the State of Sikkim.
  4. Attested copy of Residential Certificate of the people who are residing in the State of Sikkim prior to 1975.
  5. Unemployment Certificate issued by Panchayat or Councilor or Gram Vikas Adhikari or Sub-Divisional Magistrate and a copy of Local Employment Card.
  6. Attested copy of Voter Identity Card or Ration Card of Adhar Card of Driving License or Passport for proof of Address.
  7. Parking Certificate issued by Superintendent of Police in case of Urban Areas.
  8. Certificate from Registering Authority or Sr. R.T.O. for not having obtained any permit in the past.
  9. In-case of unmarried female applicant, Sikkim Subject Certificate or Certificate of Identification of her father and Unmarried Certificate issued by Gram Vikas Adhikari or Sub-Divisional Magistrate and in case of married applicant, Sikkim Subject Certificate or Certificate of Identification of her husband and father.
  10. An Undertaking in the form of affidavit stating that the permit holder shall employ a driver having Sikkim Subject Certificate or Certificate of Identification only, if he or she intends to employ a driver.
  11. Bank Receipt of Rs.100/- as Assurance Letter Fee under head 0041: Taxes on Vehicles.
  12. Registration certificate
  13. Insurance in original form
  14. Aadhaar Card

The applicant may approach the Office of the Deputy Commissioner (S/A) / Chairman (STA), who is in charge of issuing the permit.

  7. Particulars of service to be performed by the contract carriages (not necessary in case of a motor cab), and the manner in which it is claimed that the public convenience will be served
  8. Particulars of any stage carriage or contract carriage permit (or similar authorization under the Indian Motor Vehicles Act, 1914) valid in the province held by the applicant

  • Contract carriage permit is the contract or permission for carrying particular types of passengers or goods.

  • The Motor Vehicles Division is responsible for issue of Contract Carriages (Maxi Cab), Luxury tourist vehicles, Stage carriage and Goods carrier permit. Such permits are issued by State Transport Authority constituted under section 68 of the Motor Vehicles Act, 1988. Considering the traffic congestion the issue of local taxi permits in Gangtok and its suburban areas encompassing Penlong-fatak in the North, Ranipool-Rumtek in the South and Rongey in the East has been restricted till the parking infrastructure improves.

  • The essential difference between the stage carriage and the contract carriage, as per the Motor Vehicles Act, is that a stage carriage permit holder picks passengers from one point and there can be various stages till the final destination point which are various stages, that is why it is called a 'stage carriage'. On the other hand, a contract carriage permit holder runs from one point to the destination point only.

Contract Carriage Buses Permits (Chartered Buses)
  • This is the most common type of permit used for hire and reward purpose. The permit holder can operate under a contract with his client for a fixed destination. For this an agreement should be executed between the clients and the operators and the list of passengers should also be available with the driver of bus. The permit holder cannot pick passengers other than those mentioned in the list. Such type of buses are also known as Chartered Buses. These permits are issued under section 74 of Motor Vehicles Act, 1988. The applicant has to apply on form PCA along with other formalities.

Stage Carriage Permits
  • State Transport Authority announces scheme for grant of stage carriage permit from time to time, depending upon the requirement of buses on different route of the city. These permits are issued under section 72 of Motor Vehicles Act, 1988. The permit holders can operate their bus under their allotted routes for picking up passengers from one place to another.
