Scotland - Apply for Blue Badge (Disabled Parking Permit)


Procedure

Apply Online

  1. To Apply for Blue Badge (Disabled Parking Permit), the applicant has to make the application online via the following link link
  2. The applicant must click “Start Now” to make the online application.
  3. Next the applicant must answer the questionaries and complete the application form will all the necessary details.
  4. Next the applicant must attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. Review the application and click “submit”
  6. The fee for this procedure is free of cost.
  7. The department of transport will send you a confirmation email once you’ve applied.
  8. All applications are processed within a reasonable time, having regard to the circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
  9. Once everything is accepted the authority will send the permit through post.
  10. This entire process can be completed within 15 - 30 days or as per the timeline advised by the respective department authority.



Apply In-Person:

  1. To Apply for Blue Badge (Disabled Parking Permit), the applicant must approach their respective Local Council in Scotland link

Note: The applicant must select their Local council from the drop-down menu.

  1. An application form will be provided to the applicant by the concerned officer.
  2. The applicant must fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  3. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  4. The applicant must attach the photocopies of the required documents along with the application form while submitting.
  5. Submit all the documents with the completed form to the concerned officer.
  6. The fee for this procedure is free of cost.
  7. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  8. All applications are processed within a reasonable time, having regard to the circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
  9. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
  10. The local authority will assess your application and decide whether to grant you Blue Badge (Disabled Parking Permit).
  11. This entire process can be completed within 15 - 30 days or as per the timeline advised by the respective department authority.




Required Documents

The applicant will need to provide:

  • Proof of identity
  • Proof of address
  • A recent head and shoulders digital photo
  • Your national insurance number (if you have one)
  • Contact details (phone number, email and postal address)


To prove your identity, you can provide a copy of either:

  • Birth or adoption certificate
  • Passport
  • Driving licence
  • Marriage or civil partnership certificate
  • Divorce or dissolution certificate


To prove your address, you can provide a copy of either:

  • A recent council tax bill
  • A recent letter from a government department such as department for work and pensions (dwp)
  • Driving licence
  • A recent letter from a school (if you are under 16)

Eligibility

Applicant may be eligible for a badge if one or more of the following applies:

  • Applicant cannot walk at all
  • Applicant cannot walk without help from someone else or using mobility aids
  • Applicant find walking very difficult due to pain, breathlessness or the time it takes
  • walking is dangerous to your health and safety
  • Applicant have a terminal illness, which means you cannot walk or find walking very difficult and have a DS1500 form
  • Applicant have a severe disability in both arms and drive regularly, but cannot operate pay-and-display parking machines
  • Applicant have a child under the age of 3 with a medical condition that means the child always needs to be accompanied by bulky medical equipment
  • Applicant have a child under the age of 3 with a medical condition that means the child must always be kept near a vehicle in case they need emergency medical treatment
  • applicant is constantly a significant risk to yourself or others near vehicles, in traffic or car parks
  • Applicant struggle severely to plan or follow a journey
  • Applicant find it difficult or impossible to control your actions and lack awareness of the impact you could have on others
  • Applicant regularly have intense and overwhelming responses to situations causing temporary loss of behavioural control
  • Applicant frequently become extremely anxious or fearful of public/open spaces
