1. The license or permit to open an internet cafe or center can be obtained from the Rwanda Utilities Regulatory Authority.
2. Make sure you have the documents that are listed under the Required Documents section of this page. Also make sure you have the completed application form : Application Form
3. You would have to pay the appropriate fees to RURA account No 1201127 in the National Bank of Rwanda. Before paying the fees, please reach to the following address location who should be able to help you with opening a Internet cafe.

• Documents related to location of business
• Proof of payment of the required authorization fee of Rwf 15,000 payable on RURA account No 1201127 in the National Bank of Rwanda.
• If the applicant is not an individual business, must provide Memorandum and Article of Association fill the following application requirements.
