How to Export

1. Register your business premises through the Rwanda Food and Drugs Authority and obtain the Certificate of registration for food premises
2. Then obtain the test report (certificate of analysis) by having the samples of the food product tested by the Rwanda standard board
3. Apply for the export license of processed food products online through the Pharmaceutical Regulatory Information Management System: link and obtain the export license
4. Contact a clearing agent to assist you with the customs processes that require a registered clearing agent, view the list of clearing agencies via this link: link
5. Obtain an EU certificate of origin by having the clearing agent apply for it through the Rwanda e-single window: link you can also find out about the particular rules of origin that apply to the specific product and export market. Find out more by consulting RRA’s customs unit:

6. Then obtain an airway bill by:
   • Contacting an airline to book cargo space according to the weight of your cargo. Note, the booking must be done at least 24 hours prior to direct flights and 48 hours prior to transiting flights
   • Transport your cargo to the airport warehouse for cargo scanning, this must be done 6 hours before flight for security purposes at the presence of a police officer
   • Then the cargo will be weighed and an airway bill will be prepared according to the weight and nature of the consignment
   • Obtain the airway bill and pay the prescribed amount at the bank
7. Clear the consignment by having your clearing agent declare the cargo online through the Rwanda e-system window: link and pay the prescribed clearance fee. NOTE: Payment can be made online on Rwanda Revenue Authority account at any of the commercial banks that provide that service, and via MTN Mobile Money, by selecting payment (#3) and Rwanda Revenue (#6).
8. Once the payment is made, the Customs office gets an automatic notification in the electronic single window system so they can produce the release documents right away.
9. Finally, you will obtain a release order and Exit note - Export allowing the food product to be exported outside Rwanda

Registered business who wish to export consignments containing processed food products

The total fees are obtained based on several factors in several stages of the process of exporting however the fee for processing online declaration is RWF 3,000

Only accredited clearing agents are able to access the ESW. The exporter submits all necessary documents to the clearing agent. The clearing agent prepares and submits online export declaration together with supporting documents. The customs officer verifies both the customs entry and the attached supporting documents

If you want to export from Rwanda, you will need to go through all the customs process and obtain a Release order and Exit note to prove that you have complied with customs and your consignment is free to proceed with the exit transportation from Rwanda
