Rwanda - Apply for Phytosanitary Certificate

Apply In Person

  1. To apply for a Phytosanitary Certificate, Applicant shall approach the Ministry Of Agriculture and Animal Resources. Contact details are listed below under the “office locations and contacts” section.
  2. You have to submit an Application form to the Ministry Of Agriculture and Animal Resources.
  3. Application form can be found on the following link: Link
  4. Download the application form and fill up your details.
  5. Please make sure you have all the required documents that are listed under the “Required Document” section of this page.
  6. The applicant shall present the duly filled application form and documents to the Ministry Of Agriculture and Animal Resources.
  7. Once your application is registered and processed, the inspector inspects the shipment.
  8. Once the inspection yields satisfactory results, the inspector issues a Phytosanitary Certificate.

Apply Online

  1. To apply for Phytosanitary Certificate, Applicant shall register on the Rwanda Agriculture and Livestock Inspection and Certification Services (RALIS).
  2. To register on RALIS, please click on the following link: Link
  3. On the given link, fill up your details and click on “submit”
  4. After registering your account, come back to the login page. Fill up your credentials and click on “login”
  5. Once login, fill up your consignment details and proceed.
  6. Once your application is processed, the concern department will schedule an inspection.
  7. The inspector inspects the shipment destined for export.
  8. Once the inspection yields satisfactory results, the inspector issues a Phytosanitary Certificate
