Start by acquiring lease hold rights on Kigali district land by:
- Once you have identified the land, visit the district land office to get detailed information about its intended use of the land according to Kigali master plan
- After confirming the use of land with district, prepare a project proposal for the use of the land and draft an application letter addressed to the district mayor requesting for lease hold rights
- Submit the application letter alongside your proposal to the district office for verification and approval
- The application will be assessed by the District council to make sure that the intended use complies with the Kigali master plan and then approve it
- Once approved you will be issued with an approval letter granting your request to obtain the land at a sale price stated in the approval letter
- With the approval letter, make your way to the Bank of Kigali to pay the lease hold rights and obtain the payment slip
Then obtain the deed plan by:
- Hire a private surveyor to survey the land and ascertain the details of the land and pay the opening file fees at the National Bank of Rwanda however, if the land in question has a deed plan that was done using GPS, land survey is not necessary.
- Visit the district office to submit the lease hold documents and book an appointment for site visit and survey by the district engineers
- On the day of the survey, district engineers will visit the property with you the buyer or seller and an authorised private contractor (only in the case of unregistered land or if the existing deed plan was not done using GPS) note that site visits are done on Tuesdays and Fridays. They will conduct the survey and submit the findings to the district office
- Upon successful survey, you will be issued with a one-year lease hold invoice that you will be required to pay at the Bank of Kigali or in any of its branches
- Go to the district office to submit the payment receipt for the one-year emphyteutic lease and obtain emphyteutic lease contract, certificate of registration emphyteutic lease and deep plan
