Russia - Obtain a Birth Certificate

Birth certificate must be issued within a month after the child was born. Although such a period is established by law, there are no fines for violation. There are cases when a certificate is issued one year after the birth of the child. Or even when he was 18 years old.  It is better to get a certificate as early as possible in order to receive benefits, draw up maternity capital, subsidies and benefits. 

Apply in person:

  1. Visit the city clerk’s office (ZAGS) where the registration of birth was recorded through the contacts provided below.
  2. Request for the birth certificate verbally or by filling the application form (birth stamen)
  3. Provide the official with the name that was registered at birth with your identity document and marriage certificate if requested.
  4. The official will verify your identity and do a name search according to the name you have provided and produce a birth certificate.
  5. Your birth certificate will be printed and issued to you.
  6. If in any case you have changed your name, produce the evidence that indicate the name change and ask the ZAGS official to make changes on your certificate.
  7. The official will cross out the initial name in the registry and replace it with your new name.

Application by a proxy:
In order to authorize a third party in Russia to apply for the birth certificate on your behalf, you will need to execute a power of attorney form, or POA, to grant the power to the representative, to act on behalf of you and obtain the certificate.

Do not sign the POA until you are in the presence of a notary public who will notarize your signature. The notary should also affix an official seal to formally recognize your signature and attest that other formalities have been executed. Once this is done, you can send the POA back to your representative in Russia.

Also, make sure that your representative has all the information necessary to carry out your instructions to successfully obtain an official copy of your birth certificate. Necessary information includes:

  • Designation numbers for any official Russian documentation you may currently possess, such as a passport. 
  • Your date and place of birth. 
  • Names of your birth (biological) parents. 
  • Your current address. 

Application from Abroad:

  • Applicants from abroad can apply for their birth certificate through the use of a proxy as explained above or visit the Russian embassy or Consulate near you to make the application. Please contact the embassy in advance to book an appointment and enquire about all the necessary documents you will need to produce during your visit at the embassy.

Note:
If your birth was not registered, you will need to be register first and then apply for the birth certificate.

Instructions

Statement served orally or in writing at any registry office, which provides services to birth registration, or MFC (Multi-center of public services). It is advisable to call the relevant ZAGS office before going to check opening times and the documents required to register the birth, although these are usually as follows:

  • Birth certificate from the hospital
  • Marriage certificate copy, translated and notarized, if applicable
  • Passport copies of the parents with registered visas, translated and notarized, if applicable
  • At least one parent must go to the office in person (with a translator if no Russian is spoken).There is a fee to register a birth and this must be paid in cash.

Required Information
