- To Get Manufacturing Energy Consumption Survey (MECS), the applicant has to approach the U.S. Census Bureau Economic Division link
- The applicant has to download the form from the following link / if refineries, use this form link
- The applicant has to fill in all the details in the application form.
- For completing this, also refer to the sample survey form which is mentioned in the “Sample Documents” section of this page.
- Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant has to attach the photocopies of the required documents along with the application form while submitting.
- Submit all the documents with the completed form to the office mail address.
- The mailing address is mentioned in the “Office Locations & Contacts” section of this page.
- Once the verification process is completed, the applicant gets the notification from the officer through mail or SMS.
- If the officer is not satisfied with the verification process, the respective officer will come for inspection.
- The fee for this procedure has to be paid as per the authority’s request.
- Once all the process gets done, the applicant gets the User ID and password through email.
- The processing time for this procedure is within two weeks.
Apply online (updating the survey report)
- To Get Manufacturing Energy Consumption Survey (MECS), the applicant has to use the following link
- The applicant has to use sign –in using the user’s name and password.
- After entering the details, click the “SIGN IN” button.
- The applicant has to link the account to the survey with an authentication code sent from the Census Bureau.
- Once the applicant gets this authentication code, click on the “Add Authentication Code” button under “My Surveys.”
- Enter the unique 12 – digit code and click the “Submit” button.
- Report by clicking on “REPORT NOW.” The applicant can return to the account over multiple sessions to complete it.
- The U.S. Census Bureau’s Economic Indicators Division will collect the data and evaluates the manufacturing demands in the face of rising energy prices and national security concerns.
- The processing time for this procedure is within an hour.

- Fluid Catalytic Cracking Unit Coke
- Marketable Petroleum Coke – Unrefined or Green
- Marketable Petroleum Coke – Calcined
- Waste Oils and Tars (excluding Coal Tar)
- Other Petroleum-based Combustion Energy Sources
