Rajasthan - Get License to Produce and Distribute Wind Power


Procedure

  • In Rajasthan, the wind power projects are granted based on the competitive bidding process.


Apply In-Person:

  1. The prospective developers (applicant) shall approach the respective office of the “Rajasthan Renewable Energy Corporation Limited” as appropriate to apply for setting up of wind farm (power).
  2. Contact Link AND link the given page will take the user to the “National Institute of Wind Energy (NIWE)” portal contact page. Please use the contact details to get information on the project needs.
  3. The applicant shall use the contact information from the given page to get the concerned office address. Please visit the respective office.
  4. The candidate shall consult with the designated authority at the office about the applying process, requirements, data of the sites where wind monitoring masts for setting up wind power plants are installed, application or processing fee, performance guarantee amount etc.
  5. Please follow their guidelines to apply for this procedure.
  6. The applicant shall obtain the application form from the respective office or write on a plain A4 sheet as advised.

  8. The proposed site should be within the areas notified for wind power development. If the site is self-identified by the applicant, then a “National Institute of Wind Energy (NIWE)” validation report should be accompanied.
  9. The board also provide the details of the government land identified for setting up wind power plants.
  10. The applicant shall apply for the land identified by the board to setup the project.
  11. If more than one application is received for setting up project at the same site, then the allotment of project shall be done on competitive bidding on the basis of site premium amount.
  12. Please complete the application form and attach the documents as per the “Required Documents” section of this page along with the processing fee (Rs. 50000/- per MW) as advised plus service tax and a detailed Project Report.
  13. The applicant shall submit the application in triplicate to the designated authority. The fee needs to be paid as per acceptable norms.
  14. Authorities will check the submitted application and documents to make sure that the required documents and details are in place. If the documents and details are in place, the application will be accepted.
  15. The authority will issue an acknowledgement receipt. Please collect it and keep it safe for future reference.
  16. ”SMS” triggered update on application status will be sent to the applicant’s mobile number. Please keep track of the notification.
  17. The department will process the application. The project proposal will be evaluated.
  18. The “State level Screening Committee (SLSC)” will access the application to provide primary clearance.
  19. Once the primary clearance process is completed, the RREC will carry out bidding process. The “SLSC” will be empowered committee for granting all necessary approvals related to bid process.
  20. After in principle clearance of the projects, the Power Producers will be required to deposit security amount (Rs. 5.00 Lac per MW) as advised through demand draft within two months from the date of principle clearance.
  21. As per norms, the security amount deposited by the Developer/Power Producers shall not be convertible or transferable and shall only be refunded to the Developer/Power Producer on his written request after the commissioning of the Project.
  22. All in principle cleared projects will be evaluated by the “State Level Empowered Committee (SLEC)” for final approval.
  23. The approved applicant will be notified to meet the concerned office for further processing.
  24. The developer may be asked to enter into an agreement with the board. The applicants are advised to follow the department’s guidelines.
  25. Following the agreement, the applicant should submit performance bank guarantee as per the site type (revenue and forest area or private land).
  26. The applicant will be advised to submit the proposal for allotment of land as per the policy of the Government.
  27. The applicant should approach the respective department as appropriate for making arrangements to interface the wind farm with the nearby grid for the distribution of generated power.
  28. Please apply for tie up arrangement with electricity department grid as appropriate and execute the interfacing work as per the respective electricity department norms.
  29. The applicant shall pay the supervision charges for the interfacing line works to the electricity department as advised.
  30. The applicant should follow the necessary safety requirements before connecting the wind farm to the grid.
  31. Once the above said activities are completed, the applicant shall erect the project as per agreed terms. The applicant shall erect wind electric generators from approved manufacturers.
  32. The applicant may be required to obtain the “NOC’s” from the agencies (forest/airport etc.) as applicable that are mandatory as per the board’s norm prior to erecting the wind farm. Please adhere to the board’s standard norms.
  33. Once the unit is ready, the applicant may be required to obtain “NOC’s” or clearance from the concerned bodies and departments (for structural safety, completion of erection etc.) as per board's norm as advised. Please adhere to the board’s standard norms.
  34. Please visit the office that sanctioned the project and submit the above said reports. The authorities will evaluate the submitted details.
  35. Once the authorities are satisfied, an inspection will be conducted on a notified date.
  36. On a scheduled date, the inspection team will inspect the farm to ensure that the unit is ready and followed the expected norms. The team will analyse the safety assessment and performance assessment.
  37. Once the inspection is completed, the inspection team will submit their inspection report along with their recommendation to the respective authority for the grant of licence.
  38. The authority will grant the licence.
  39. The status will be conveyed to the candidate through a “SMS” or as per applicable norms.
  40. The licence can be hand-delivered or sent through post to the address mentioned on the application or as per applicable norms.
  41. Based on the MW (Mega Watts), the entire process (sanction, erection and approval for licence) may take six months to one year.

  • In case of co-operative society, a certified copy of the bye-laws of the Co-operative society and also certified copy of registration if applicable

  • Demand draft as per advised amount
  • Ownership records for the land
  • Detailed project report in three copies (covering all aspects of site location, selection of equipment, capital cost, cost of generation, performance etc.)
  • Details of technical capabilities for implementing the wind power project along with relevant documents as advised
  • Details of financial capabilities for implementing the wind power project along with relevant documents as advised
  • Balance sheet for last three years and latest net worth certificate
  • Request letter
  • Passport-size photographs as advised
  • An undertaking duly signed by the applicant as per requirement
  • Aadhaar card

Eligibility

  • A registered firm, partnership firm and a co-operative society shall apply for the licence.
  • The developers should be Indian citizen.
  • As per the respective state board or department, the financial investment and track record requirement may vary.
  • In general, a three-year balance sheet and IT returns for last 3 years will be required.
  • The applicant including respective state electricity boards, private power generation companies, industries, industrial investors etc. can install wind farms.
  • The financial institutions coming under non-industrial categories can also set up wind farms to sell the power to the respective state board as well as to avail the income tax benefits.




Fees

  • The applicant needs to pay the applicable application fee, sanction fee and other charges for the stamp paper as appropriate.
  • The erection and construction cost needs to be paid as per actual expenditure.
  • Performance bank guarantee for the advised amount should be provided.
  • Supervision charges for the interfacing line works need to be paid as advised.
  • The processing fee Rs. 50000/- per MW should be paid.
  • The security deposit amount Rs. 5.00 Lac per MW should be paid.


  • The Developer/Power Producer will deposit an amount of Rs. 50000/- per MW with
  • RREC towards processing fee, which shall be non-refundable. The service tax shall
  • also be payable extra as applicable from time to time.

Instructions

  • It is must to ensure that wind turbine generator being installed at the project site should be at a technically safe distance from the other nearest previously identified/installed wind turbine generators.
  • The projects can be set up either for commercial or for captive generation.
  • The applicant should use the “National Institute of Wind Energy (NIWE)” approved wind machines as per government norms. The government notifies the list of suppliers from time to time.
  • The space required for erecting a single windmill will be based on the topography of the site and the size of the machine.
  • Do not submit fake documents as a proof to get the licence.
  • Incomplete application will be rejected.
  • Avoid spelling mistakes while filling the application form.

  • One cannot install a wind turbine to generate power unless they obtain a valid licence to operate.
  • The licensing process requires the applicant to follow a set of rules that are mandated by the concerned energy department to ensure the safety and smooth functioning of the windmill.
  • The growing demand for electricity has created the demand for production of electricity through renewable source.
  • The global electricity demand is growing faster than renewables, driving a strong increase in generation from fossil fuels.
