Apply In-Person:

1. To obtain license for opening commercial representative office, applicant has to visit the business development and investment promotion department at the MOCI office.

3. Obtain the application form from the respective officer at MOCI office.
4. Now complete the form with necessary information and make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
5. After filling the form, attach the documents mentioned in the required documents section below with the completed application form.
6. Check the application form and then submit it to the public service officer in the business development and investment promotion department in the MOCI office. The address is mentioned in the office locations & contacts section below.
7. Now the authorities will verify your application and validate the submitted documents.
8. After verification process, license for opening commercial representative office will be issued.

Apply Online

1. To obtain license for opening commercial representative office through online, visit the following link: online portal
2. If you already have an account, please enter your user id and password then click on “login” button.
3. If you don’t have an account, click on “new user” option.
4. Read the general instruction carefully and click on “I Agree” button.
5. In the next page, if you have valid Qatar Residency please choose “yes” from the dropdown menu. If you don’t have valid Qatar Residency please choose “No” from the dropdown menu.
6. In the next page, please select the document type from the dropdown menu. Then enter the appropriate details from the applicable field and click on “Next” button.
7. Now complete the form with necessary information and click on “Next” button.
8. You will receive an SMS with the verification code to your registered mobile number.
9. In the next page enter the verification code and click on “Next” button.
10. In the next page you can upload the required documents then enter the required information and click on “Next” button.
11. In the next page acknowledgement statement is available, read it carefully then select the checkbox and click on “Submit” button.
12. Now you will receive an email with a case number and a verification link. Verify your email using that link. Then visit the nearest MOCI office and submit the case number to the respective officer which you have received in your email and SMS.
13. After submitting your case number, officers will verify and activate your account.
14. After successful login, please select “Foreign and international Companies – License for Open Representative Office” service from the list, then please enter the required information and click applicable option.
15. In the next page, you can upload the required documents mentioned in the required documents section below then click on applicable button.
16. Once you complete this, you will be redirected to a screen in which you can review your information.
17. After reviewing your information, pay the appropriate fees to have the commercial register and Qatar Chamber membership issued.
18. After successful payment, now the authorities will verify your application and validate the submitted documents.
19. After verification process, license for opening commercial representative office will be issued.

• Foreign and international companies that have commercial registration of headquarters are eligible to apply.

Applicable fees are as follows:

• Issuance of commercial register for foreign name: QR1,000.
• Issuance of commercial register for contracting foreign company branches or foreign companies with business contracts with the State: QR3,000 annually.
• Subscription of Chamber of Commerce for foreign establishments: QR5,000.

License valid for one year.

• Foreign and international companies shall submit a request to the business development and investment promotion department in the Ministry of Commerce and Industry (MOCI) to obtain license for opening commercial representative office.

• Foreign and international companies needed a license to do projects and commercial works in Qatar.

• The Ministry has the authority to abandon the candidate or take any official action against forgery or manipulation of data by the applicant.
