Apply Online

1. Visit the Ministry of Interior (MOI) website: Link and then select “E-services” to login with your smartcard to the e-services portal of MOI.
2. Once logged in click on “Traffic Services” option then click on "Traffic Certificates" option.
3. Select “First Owner Certificate” in the Certificate Specification and Click on "Next" button.
4. Enter the vehicle plate number, type and then click on "Next" button and enter your email address in the text box available in front of the statement "I'd like to receive a copy of the certificate at this email".
5. Pay the appropriate fees using the online platform and submit the application
6. You will then receive a notification in your email acknowledging the submission of the application
7. Once the certificate is prepared, a scanned copy of the certificate will be sent to your email address which you can print and use the hard copy
