Apply In-Person:

1. To apply for minimum big vessel safe manning certificate, applicant has to visit the planning and maritime transport licenses department at the Ministry of Transport and Communications (MOTC) office.

3. Obtain the application form from the respective officer at MOTC office.
4. Now complete the form with necessary information and make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
5. After filling the form, attach the documents mentioned in the required documents section below with the completed application form.
6. Check the application form and then submit it to the respective officer in the planning and maritime transport licenses department in MOTC office. The address mentioned in the office locations & contacts section below.
7. Now the authorities will verify your application and validate the submitted documents.
8. After verification process, minimum big vessel safe manning certificate will be issued.

1. To apply for minimum big vessel safe manning certificate through online, visit the following link: Online portal
2. If you already have an account, please enter your username and password then click on “Continue” button.
3. If you don’t have an account, click on “create new account” option.
4. In the next page, if you have valid Qatar ID card please choose “Qatari citizens and residents” option. If you don’t have valid Qatar ID card please choose “Visitors and business representatives” option.
5. Now complete the field with required information then select the ‘I’m not a robot’ checkbox and click on the “Continue” button.
6. In the next page, please enter the required personal information and then click on “Continue” button.
7. In the next page, please enter the new password and click on “Continue” button.
8. You will be redirected to a screen in which contain message to finish registration of your account and tap on the “login” option to login which is available on the right side of the page.
9. Now you will receive an email with a verification link. Verify your email using that link. After verify your email successfully, now the username and password will be activated for new users.
10. After successful login, Now complete the form with necessary information then you can upload the required documents mentioned in the required documents section below then click on applicable button.
11. Once you complete this, you will be redirected to a screen in which you can review your information.
12. After reviewing your information, pay the appropriate fees through your debit or credit card.
13. After successful payment, now the authorities will verify your application and validate the submitted documents.
14. After verification process, minimum big vessel safe manning certificate will be issued.

• Official letter from the company addressed to the department's director.
• Copy of the vessel registration certificate, issued by the department.
• Any Exemption certificate issued for the vessel by the department.
• Copy of valid commercial register, if the owner is a company.
