Apply In-Person:

1. To apply for a Tobacco Collector Agreement, the applicant will need to mail an application form to the Provincial Tax Commissioner.
2. The applicant will need to submit a tobacco wholesaler license application. The applicant has to download and complete the application form given in the following Link
3. Fill out the application forms with all the relevant details.
4. The applicant may need to pay a bond deposit, this will be told to them by the authorities. Find further information under the “Fees” section of this page.
5. Submit the application form in-person to the address mentioned under the “Office Locations and Contacts” section of this page or submit it at any Access PEI centre.
6. Once the application has been signed and approved, the applicant shall receive their license by mail.
7. Once the applicant obtains their license, they are appointed as tobacco tax collectors and must pay the tax every month.

• The applicant must be 19 years of age or above.
• The applicant must sell, offer or sell tobacco for resale.
• When a person obtains a wholesaler license, they are appointed as a tobacco tax collector.

• The applicant will need to pay a bond deposit, the minimum amount is 5000$.

• The Tobacco Wholesaler License needs to be renewed, the expiry date will be mentioned in the license.

• Licensed importers and wholesalers are appointed as tobacco tax collectors and are required to report and remit the tobacco tax on products imported or wholesaled on a monthly basis, even if the return is nil.
