Registration of the vehicle also requires frequent visits to public authorities. First is customs, where tax has to be paid, calculated on the basis of the age and nature of the car. It is also necessary to show there the document from the diagnostic centre that provides authorization for the given vehicle to be driven in Poland. The payment of the tax must be done at latest when the vehicle is registered in the country. After this is done, the registration process continues through the transport authority and the tax authority. You have 30 days to carry out the necessary formalities required by the transport authority.
In order to register a vehicle it is essential to fill in a special form (which can be obtained from any transport department office) on the basis of which the authorities will begin the registration procedure. While this is being done, the authorities will provide temporary licence plates as well as an attestation, which must be returned upon receipt of the registration certificate. The vehicle is registered by the staroste located in the place of residence of the new owner of the vehicle.

Take your registration certificate and your certificate that shows you are registered to live in Poland (tymczasowe zameldowanie) to the transport department.
Registration is generally a one-off process that officially recognizes you as the person legally responsible for your vehicle. Its not the same as vehicle licensing which is where you pay a fee for using public roads. When a vehicle is registered its details are added to the Motor Vehicle Register and issue its registration plates. If your vehicle is not correctly registered or is unregistered, you could receive a fine or infringement.
Registration is not a legal title for the ownership of your vehicle it simply identifies who is responsible for the licencing and safety inspections of the vehicle.
Please explain what are other uses of obtaining this document/certificate. e.g. Birth Certificate can be used as proof of identity.

Before a vehicle can be registered for use in Poland, it must undergo entry certification to verify it meets Polish required standards. Your vehicle must successfully complete entry certification before you can apply to register it, a process that provides you with a certificate of registration and registration (number) plates (which you can later replace with personalized plates).
