Online Appointment:
- The applicant has to make an appointment before vising the office using the following link
- The applicant has to enter the following details to make and appointment:
- Email Address

- Office, Company, Affiliation or Organization Name

- After entering all the above-mentioned details, the applicant will receive an appointment schedule via email.
- On the appointed date the applicant has to visit the office.
Apply In-Person:
- To Transfer of Renewable Energy Service Contract, the applicant has to approach the Philippines Department of Energy nearby offices link
- The applicant has to write a request letter to the concerned officer as advised.
- Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant has to attach the photocopies of the required documents along with the application form while submitting.
- Submit all the documents with the completed form to the concerned officer.
- The applicant has to pay the prescribed fee as requested by the authority.
- After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
- All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
- The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
- Once everything is accepted the Authority will provide the certificate.
- This entire process can be completed within a month or as per the timeline advised by the respective department authority.

- Latest General Information Sheet (GIS) stamped-received by the SEC
- Valid Business Permit
- Corporate structure and name of the officers of the assignee company
- List of Technical Consultants
- Original copy of Certification from the Board of Directors authorizing its representative to negotiate and enter into an RE Contract with the DOE
- Guarantee in writing by the assignor to the DOE on the performance of the assigned obligations as mandated under Section 22(ii) of Department Circular No. DC2009- 07-0011 or the “Guidelines”
- Financial Accomplishment Report of the assignor vis-á-vis the approved Work and Financial Program
- Financial Documents
- Audited Financial Statements for the last 2 years
- Current Unaudited Financial Statement
- Current Bank Certificate
- Projected Cash Flow Statement for 2 years
