Philippines - Apply for the Certificate of Fuel Additive Registration


Procedure

Online Appointment:

  1. The applicant has to make an appointment before vising the office using the following link
  2. The applicant has to enter the following details to make an appointment:
    • Email Address
    • Name
    • Office, Company, Affiliation or Organization Name
    • Company / Business Address
    • Contact Number
    • Office to visit
    • Person to visit or transact with
    • Nature or purpose of visit
    • Date of visit
    • Time of visit
    • Other details on the appointment
  3. After entering all the above-mentioned details, the applicant will receive and appointment schedule via email.
  4. On the appointed date the applicant has to visit the office.


Apply In-Person:

  1. To Apply for the Certificate of Fuel Additive Registration, the applicant has to approach the Philippines Department of Energy nearby offices link
  2. An application form will be provided to the applicant by the concerned officer.
  3. The applicant has to fill in all the necessary details in the application form.
  4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. Submit all the documents with the completed form to the concerned officer.
  7. The applicant has to pay the prescribed fee as requested by the authority.
  8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  9. All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
  10. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
  11. Once everything is accepted the Authority will provide the certificate.
  12. This entire process can be completed within 12 days or as per the timeline advised by the respective department authority.

  • Duly signed and filled application form
  • Company profile with a scope of operation/activity/business plan/investment cost/target mark (consumer & geographical) // product supplier (1 copy)
  • DTI Registration / SEC Registration
  • Current Business / Mayor’s Permit
  • Pre-Manufacturing & Pre-Importation Notice (PMPIN) Compliance Certificate
  • Safety Data Sheet (SDS) =
  • Technical information / Product Brochure (including complete product identity, description of analytical techniques used to detect and measure the additives in the fuel, recommended range of concentration or dosage and purpose on the use of additive)
  • Documentary proof or evidence to support claims/purpose/benefits of the additive (e.g. comparison test on engine performance laboratory tests, PNS test if applicable etc.) and that it does not contribute to harmful emissions (e.g. comparison test on emission test)


Notes:
  • Original copy of the above documents shall be presented to OIMB for authentication purposes
  • If the applicant is a representative of the corporation/company; Secretary’s Certificate (for the corporation) or notarized Authorization Letter (for the company) shall be required indicating that the applicant/person is authorized to transact with DOE on behalf of the corporation/company

  • Any Entities intending to market/trade, manufacture and use fuel additive products can apply for the Certificate of Fuel Additive Registration and are eligible to make this application.
