Apply In-Person:

1. To Apply for Quarry Permit or License, the applicant has to approach the Department of Environment and Natural Resources Mines and Geosciences Bureau (MGB) offices link The applicant has click on the region to find nearby offices.
2. An application form will be provided to the applicant by the concerned officer. Or the applicant can download the application form from the following link
3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
6. Submit all the documents with the completed form to the concerned officer.
7. The applicant has to pay the prescribed fee as requested by the authority.
8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
9. All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
10. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
11. The authority will undergo a thorough inspection by a certified inspector to ensure that it meets the required standards.
12. After successful verification the authority will issue the permit
13. This entire process can be completed within 30 days or as per the timeline advised by the respective department authority.

  • For individuals - Copy of Income Tax Return for the preceding years and proof of bank deposit or credit line in the amount that shall not be less than the proposed budget of the utilization work program
  • For corporation, partnership, association or cooperative - latest audited financial statement, annual Report, credit lines bank guarantees and /or similar negotiable instrument
• Duly certified articles or Incorporation/Partnership/Association, By–Laws and Certificate of Registration issued by the Securities and Exchange Commission (SEC) or authorized Government Agencies
• Environmental Clearance Certificate ECC

The following Qualified Person may apply for Quarry Permit or License-MGB

• Individual - a Filipino citizen of legal age and with capacity to contract; or
• Corporation, Partnership, Association or Cooperative - organized or authorized for the purpose of engaging in mining, duly registered in accordance with law, either Filipino or foreign-owned

• The applicant has to pay the prescribed fee as requested by the authority.

• The Quarry Permit or License allows the holder to conduct quarrying activities in a specified area for a maximum period of five years, which can be renewed for another five years subject to certain conditions.

• In the Philippines, a Quarry Permit or License is a document that grants an individual or company the right to extract and dispose of quarry resources found in public or private lands, such as rock, gravel, sand, and other construction aggregates. The permit is issued by the Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources (DENR).

• The permit holder is responsible for ensuring that the quarrying activities are carried out in compliance with the mining laws and regulations of the Philippines.

• The Quarry Permit or License does not grant the right to extract minerals such as gold, copper, nickel, or chromite, which are covered by a different type of permit called a Mineral Production Sharing Agreement (MPSA) or Financial and Technical Assistance Agreement (FTAA).
