Philippines - Apply for Overseas Employment Certificate


Procedure

Apply Online (for booking an appointment)

  1. To Apply for Overseas Employment Certificate, the applicant has to make the application online via link
  2. The applicant has to click the “Make Appointment” button.
  3. The applicant has to click the “Schedule a Visit To POEA”.
  4. Read all the terms and condition button and click the “Agree” button.
  5. Select from worker or visitor.
  6. Enter the email address and password and then click the “Login” button.
  7. The applicant has to schedule the date and book the appointment date.


Apply In Person

  1. To Apply for Overseas Employment Certificate, the applicant has to approach the Philippines Overseas Labor Office link
  2. The applicant has to visit the office on the date of the appointment.
  3. An application form will be provided to the applicant by the concerned officer.
  4. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  5. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  6. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  7. Submit all the documents with the completed form to the concerned officer.
  8. The applicant has to pay the prescribed fee of 100 PHP and the fee for OEC HK$20.
  9. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  10. Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
  11. Once the process gets completed, the applicant gets a certificate through mail or by visiting the office.
  12. This entire process can be completed within 15 - 30 days or as per the timeline advised by the respective department authority.

Need for the Document

  • The Overseas Employment Certificate (OEC) is an exit clearance document that Overseas Filipino Workers (OFWs), including domestic helpers, need to exit the Philippines to work abroad. Besides serving as a record of exiting OFWs and verifying them as legal overseas workers, it allows them to be exempted from paying the terminal fee and travel tax at the airport.
  • This lowers the costs for them to get employed. The document also allows OFWs to have a higher chance to get loans in their home country.
