Philippines - Apply for LTO Certificate


Procedure

Apply In-Person:

  1. To make an application for an LTO certificate, the applicant has to visit the Land Transportation Office (LTO) Central Office Licensing Section and any LTO Licensing Center or District Office that processes Driver’s License transactions to make the application.
  2. The contact information for LTO Licensing centers can be found in the “Office Locations & Contacts” of this page Or through the following link.
  3. At the LTO Office, the applicant should approach the Customer Service Counter and enquire about the LTO Certificate.
  4. The applicant will be required to submit all the documentary requirements to the officer. A list of the required documents can be found in the “Required Documents” section of this page.
  5. Upon submission the LTO Officer will check the documents for completeness and authenticity. If everything is in order the applicant will be issued with a monitoring slip to fill and submit.
  6. The applicant will also be issued with a queue number to wait for their turn to make payments.
  7. Proceed to make payments to the cashier when your queue number is called and get your Official Receipt. The application fees to be paid are mentioned in the “Fees” section of this page.
  8. Upon making payments proceed to the Releasing Counter and present the Official Receipt and monitoring slip to the LTO Officer.
  9. The officer will issue the applicant a claim receipt to submit when collecting their LTO Certificate. On the claim receipt, the date of collection of the LTO Certificate will be indicated.
  10. On the date of collection, the applicant should present the claim receipt to the LTO Collection officer to be issued with their LTO Certificate.
  11. After claiming the License Certification, the applicant will be asked to write their name and affix their signature in the Release Form.
  12. The whole process takes a period of two days.

If requested by an individual:

  • Current or expired driver’s license (photocopy)
  • Fully accomplished Request Slip (should state the purpose)
  • Notarized Affidavit of Loss OR;
  • Letter Request for Verification of License Data (should state the purpose)


If requested by a government agency:

  • Current or expired driver’s license (photocopy)
  • Letter of Request from the government agency


If requested for employment abroad purposes:

  • Current or expired driver’s license (original and photocopy)
  • Fully accomplished Monitoring Slip
  • TIN (Taxpayer’s Identification Number)

Eligibility

  • Any individuals who wish to get a Driver’s License Certificate for local or overseas employment and VISA application purposes is eligible to make the application.
  • LTO Certification is a document that can show the history of your driving experience in the Philippines. This is required when you try to apply for a Foreign Driver’s License.

  • A fee of P 758.00 is charged for the certification.

Instructions

  • The certification can only be procured at LTO Head Office, Quezon City. Only those with active or valid driver’s licenses will be able to get one.
