1. You can convert or exchange a foreign driver license in the municipalities of the area where you live and get a Paraguay driver license. Following are the list of municipalities and their contact information which will be helpful  : Municipalities Contact Info (In Spanish)
2. Following are the documents that you require for getting s driver license.
   1. Copy of Foreign driver license
   2. Copy of Blood Test
   3. Eye vision Test
   4. In some cases they will ask for a proof of residency. (this document, you can get, going to the nearest police station where you stay, with two witnesses- with copy of their cedula).
3. If you don't have the blood card and the eye test results, mostly there will be a lab near the municipality where you could get it done.
4. If you could approach the municipality with these documents they should be able to help you with your driver license.
