Odisha - Obtain a Below Poverty Line (BPL) Certificate

Apply In-Person
BPL certificate will be issued in the name of head of family. This certificate will have the names of other members in the family members so that the other members may use the certificate for the benefits meant for BPL families.

  1. To apply, the eligible person has to apply with required documents to the concerned village Panchayat/ Block Panchayat / municipal authority.

  4. Get the form for this certificate or write on a plain paper as advised.
  5. Submit the completed application along with required documents to the receiving authority.
  6. Authorities after checking the application and documents will make entries at the respective register and provide applicant a record number for reference.
  7. Keep it safe for future reference.
  8. This application will be processed further.
  9. There will be a ground level verification and scrutiny of the documents and details by the department authorities.
  10. After verifying the details and conducting a local inquiry into the facts and merits of the case, the respective panchayat/Sarpanch or the respective authority issues the Certificate.



Apply Through CSC

  1. To Obtain a Below Poverty Line (BPL) Certificate, the applicant has to approach respective “CSC” centre link
    • NOTE: The applicant has to select state, district and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centres.
  2. Please visit the centre and consult with the centre operator for your requirement.
  3. If the operator issues an application form, then collect it and pay the requisite fee. Please complete the application form.
  4. Now, submit the completed application along with the required documents as per the “Required Documents” section of this page. It is advised to take the documents in original to the kiosk for scanning purposes.
  5. The operator will process the application online. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
  6. Applicant has to make necessary payment as centre operator quotes and don’t forget to take the receipt.
  7. This application will be forwarded to the respective department for further processing.
  8. ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
  9. The submitted application will be processed by the department. A designated authority (supply officer) will verify the submitted documents and inspect the area of the applicant to clarify the applicant’s details.
  10. Based on the outcome of the above-mentioned steps and other internal processing, the designated issuing authority will decide on the issuance of the information.
  11. The status, viz. Approval or Rejection will be conveyed to the applicant through an “SMS” or applicable norms.

  • Complete information about income sources
  • Residential Proof: Residential Certificate issued by Local administration office/ Aadhar card / Passport / Driving License / Ration Card / Govt. Id card / Defence ID Card / PAN Card.
  • Age proof (birth certificate / school certificate)
  • Applicant passport size photograph.
  • Aadhaar card
  • Affix stamp as advised by authorities if required.
Note:
  • All original and copy of original with self attestation as advised by respective authorities to be submitted as per requirement.
  • Apart from the above documents authorities may ask to submit additional information or documents. Please provide them for processing.

Eligibility

  • The income limit for qualifying as a beneficiary under the BPL (below poverty line) list has been fixed as Rs. 27,000 per annum and in some state the amount varies as per G.O.
  • Applicant must be a resident of the state
  • Citizen of India
